This paper uses learning methods and optimization techniques to investigate the determinants of shock propagation in the Euro area for the period 2001–2015. First, principal component analyses are used with country bond yields to identify sub-periods and country groups; second, influencing factors for country bond yields are investigated with random forest models; lastly, shock propagation among groups are examined with impulse response functions. Models in steps two and three are improved by using simulated annealing algorithm. The empirical findings achieved can be particularly relevant for both investors and policymakers. Shedding light on the determinants of financial contagion may be in fact useful for investors who can derive relevant information about countries which are less sensitive to be affected by shocks, orienting thus their investment strategies. At the same time, policymakers could draw worthwhile and preventive hedging strategies and design the most suitable crisis management policies.

Responsible tourism provides a particular lens by which to consider how to improve the sustainability of tourism with the ambition to enhance the positive impacts of mainstream tourism, while reducing the negative ones. In this view, facilitating travel for people with disabilities represents an exceptional opportunity, and the idea that what is accessible to one traveler may be very difficult to access to another one with a different type of disability, makes inclusive tourism a relevant part of the global sustainable tourism agenda. The present study aims to provide empirical evidence on the adoption of the principles of responsible and inclusive tourism within a national park area. To this end, the paper discusses the case of the “E-Parks” research project which investigated the area of the Gargano National Park (Italy) with a special focus on the problems faced by tourists with disabilities, and on the improvements to enable all tourists to have the full enjoyment of their tourism experience. The study contributes, therefore, to enriching the empirical literature on inclusive and responsible tourism that has its application in the design of trademark procedural guidelines enabling tourists with different disabilities to access a protected natural area.

Although regulations designed to meet the necessities of tourists with disabilities are allowing disables to travel more, they are still encountering barriers and discriminatory practices. A relevant obstacle in making the tourist policy effective is represented by the lack of information and communication about needs and expectations of disabled categories. In this context, the present paper focuses on the coproduction process of tourist public policies for disables by looking at the network that facilitates communication among the actors taking part in the process. We adopt the Social Network Analysis (SNA) to study the policy network, i.e., how public administrations and policy users (associations of citizens/people with disabilities and entrepreneurs) exchange information about the accessibility to the Gargano National Park, a protected natural area in the South of Italy. In particular, we investigate the role of entrepreneurial stakeholders in channeling information and the presence of policy brokers, i.e., stakeholders that spread the policies to the whole network. Our findings show that a limited number of actors involved in granting accessibility to tourists with disabilities is engaged in information exchanges. Moreover, information flows are guided by only one public administration that plays, therefore, a key role in the implementation of policies that support the parks’ accessibility.

The contribution of universities to the sustainability challenge is nowadays crucial due to their role as centers of learning, innovation and research. However, universities can deal with sustainability matters in many different ways which should be accurately identified in their strategies. In this context, the present paper has tested the suitability of backcasting as a participatory approach to involve stakeholders in discussing the most effective actions to improve sustainability within universities’ strategic plan. The experiment—carried out at University of Foggia (UniFg-Italy)—has demonstrated the flexibility of the backcasting approach in identifying the actions required to reach the UniFg sustainability goals according to the 2030 Agenda, allowing the university governance bodies to reach a number of objectives in the design stage. Furthermore, backcasting enhanced the confidence of stakeholders involved with an overall improvement of their empowerment, enabling them to follow and keep track of the whole process of the university’s strategy definition.

Policy interventions to promote innovative industries in peripheral regions are often hampered by lack of information on the functioning of the local socio-economic systems, due to their complexity. This might result in mismatches between policy objectives and the actual needs and capability of local communities. To overcome this drawback, it is crucial to obtain appropriate knowledge on the local system, which nevertheless is typically embedded in local actors’ minds in uncodified and tacit form. Fuzzy Cognitive Maps (FCMs) have been employed to decode this kind of knowledge in a reproducible manner. However, some problems remain as to how to integrate the necessary vagueness of local actors’ heuristic with experts’ knowledge into a rational framework. The following methodology customization is proposed: • Combine the FCMs with the Discourse Analysis to obtain relevant narratives (i.e. concepts, visions, insights, etc.) needed to define system boundaries and variables. • Employ individual interviews – rather than a participatory approach – to define the causal relations among system variables. • Integrate tacit and uncodified knowledge embedded in local actors within experts’ scientific knowledge.

This paper aims to provide preliminary evidence about the existence of horizontal integration between the rapeseed markets in Ukraine (UA) and the European Union (EU). To this end, both a trade analysis and a price analysis were carried out. In particular, the trade analysis was performed using yearly trade flows between the UA and EU, whereas price co-movement was assessed by means of linear vector error correction model (VECM) applied to weekly prices for rapeseed from 2008 to 2018. Our findings provide evidence of strong integration between the UA and EU markets in terms of the trade of rapeseeds, rape cake, and rape oil, as well as high horizontal rapeseed price transmission between the two economies.

The present paper provides empirical evidence of the opportunities and challenges surrounding green finance (GF), looking at the financial issues that might prevent the investment decisions of green companies. To this end, we explore the case of Italian biomass producers by means of a discourse analysis supported by a survey administered to a pool of experts. Although our findings suggest that GF provides an opportunity for achieving environmentally sustainable innovation pathways, experts recognize that it does not actually prevent biomass producers from facing institutional and financial criticalities in funding their investment projects. Such criticalities include: uncertainty about government policies, the minimal involvement of financial suppliers in the biomass sector, the short-term orientation of financial instruments and the limited knowledge of financing options and technical expertise within companies. The results indicate that effective policy interventions should ensure that objectives are orientated towards the long term with the aim of reducing the risks perceived by financial institutions in funding biomass producers.

The valorisation of the organic fraction of municipal solid waste (OFMSW) represents a relevant matter for local governments that may result in significant economic and environmental benefits. In particular, defining the most cost-effective and environmentally friendly OFMSW management strategy should be based upon the active involvement of local stakeholders in order to allow policymakers to take into account all possible environmental, social, technological, and financial OFMSW-related problems. In this framework the present chapter aims at outlining a long-term management plan for OFMSW in the case of the south-eastern Italian municipality of Foggia. To this end we have employed an adapted participatory backcasting experiment based upon a double-step procedure. By means of a focus group with experts on OFMSW management issues at the municipal level, we firstly identified the desired end point and the relative expected obstacles and opportunities. These were then discussed during a workshop organised with a group of local stakeholders, who identified and proposed all possible actions to be carried out in the short, medium, and long term to reach the identified end point. Such a participatory approach should contribute to reducing the bounded rationality and the subjectivity affecting decision-making processes as well as to broaden the knowledge base and to achieve a greater transparency in the definition of OFMSW management strategies.

This paper investigates the impact of incoming foreign direct investment on local wages in the Italian manufacturing sector. We find that wage spillovers take place mainly when the technological gap between domestically owned firms and foreign‐owned firms is large. Specifically, a large technological distance between domestically owned and foreign‐owned firms has positive effects on wages paid by domestically owned firms in the same industry and negative on domestic wages in upstream and/or in downstream industries. Finally, inward investment may indeed improve the domestic sectors, although such linkage depends on different characteristics of domestically owned firms and sectors where firms operate.

The present article provides preliminary results about the environmental Kuznets curve (EKC) hypothesis in the Italian case for some less investigated air contaminants, such as benzene, sulphur hexafluoride and hydrofluorocarbons (HFCs). By using an emission data set disaggregated at the provincial level, it investigates whether the EKC is influenced by the geographical dimension, by splitting the national sample into four provincial subsets, according to the characteristics of the Italian productive system. Results suggest that southern provinces follow an EKC for the benzene and sulphur hexafluoride emissions, along with north-eastern provinces that follow a U-shaped trend for HFCs, thus providing evidence that geographical dimension significantly influences the relationship between income and pollutant emissions.

The absorptive capacity—the ability of enterprises to efficiently absorb and internalise knowledge from outside sources—represents the link between firms’ capabilities to implement new products and the external stock of technological opportunities, such as those gleamed from Multinational Enterprises (MNEs). This paper explores whether the effect of foreign direct investment (FDI) on the productivity of Italian domestically-owned firms (DOFs) is dependent on their absorptive capacity. In particular, given the peculiar characteristics of the Italian productive system, our analysis focuses on three different dimensions of the absorptive capacity: the size of the technological gap between foreign-owned firms (FOFs) and DOFs, firm size, and the regional distribution of firms. Our findings suggest that technological gap and firm size matter considerably for the spillover effect. Moreover, spillovers exhibit a sub-national dimension present only in the northeastern region of the peninsula.

The present paper aims to test the impact of incoming Foreign Direct Investment (FDI) on local wages in the Italian manufacturing sector by using firm level data from 2002 to 2007. Results initially show the lack of wage spillovers at both horizontal and vertical level, meaning that the effects of foreign investment are completely internalized within each firm. However, when the technology gap is taken into account, we find some evidence of a non-linear relationship between gap size and wage spillover. In particular, if the technological gap between local firms and foreign companies is too large, Multinational Enterprises (MNEs) face some difficulty in interacting with domestic suppliers and customers, with the consequence that they act like monads within the host country. We therefore believe that policies favouring the attraction of inward investments, should not be of the ‘one for all’ or ‘one for always’ type, but must be strongly directed towards the sectoral and local characteristics of the host country.
