As the world attempts to control the spread of COVID-19 and adapt to shifting limitations, routines, and best practices, online ordering is an absolute necessity. With e-commerce activities surging, businesses in the last-mile delivery (LMD) industry find that their services are needed now more than ever before. Higher expectations of customers for speed, convenience, and sustainability have underlined the importance of reliable last-mile providers. This study aims to evaluate some key LMD companies in Vietnam regarding their sustainability performance. For this evaluation, the present research proposes a fuzzy multi-criteria decision-making (F-MCDM) based framework combining the fuzzy analytic hierarchy process (FAHP) and the fuzzy weighted aggregated sum product assessment (FWASPAS), and triangular fuzzy numbers are applied to express the linguistic evaluation statements of experts. FAHP was utilized for the determination of criteria weights, then based on the most impactful criteria, FWASPAS was used to prioritize the companies. Delivery time, order fulfillment, decarbonization, convenience of payment, and real-time tracking systems have been ranked as the most impactful criteria in the LMD sector. The robustness of the proposed model was tested by conducting a sensitivity analysis. The results reach common rankings, in which Grab Express is the best performing company in the LMD landscape. The obtained results can be utilized as a guideline for the LMD managers and decision-makers to take in-depth consideration on their businesses under broader aspects to win customers and compete with other competitors.

Today, over 80% of global trade is seaborne. In a world of global supply chains and complex industrial development processes, seaports and port operators play an integral role of utmost importance and act as an incentive to the development of the marine economy and particularly, the national economy in general. Most importantly, the supply chain and demand shocks of Covid-19 on container ports and the container shipping industry have intensified competition among terminal operators. Thus, it is imperative that managers evaluate competitiveness by measuring their past and current performance efficiency indexes. In so doing, we present a hybrid data envelopment analysis (DEA) model that combines the DEA Malmquist method and the epsilon-based measure (EBM) for the first time to address the issue of performance evaluation of seaport terminal operators. The applicability of the proposed hybrid approach is illustrated with a case study of the top 14 seaport companies in Vietnam. First, the Malmquist model is used to assess the total productivity growth rates of the companies, and its decomposition into technical efficiency change (catch-up) and technological investment (frontier-shift). Second, the EBM model is used to calculate the efficiency and inefficiency score of each company. Besides indicating the best-performing companies from certain aspects during the research period (2015–2020), the results reflect that the gap of applying the EBM method in the field of the maritime industry was successfully addressed, and together with the Malmquist model, the integrated framework can be an effective and equitable evaluation model for any area. Furthermore, the managerial implication provides a useful guideline for practitioners in the maritime sector in improving their operational efficacy and helps customers in selecting the best seaport companies in the outsourcing strategy.

Printed circuit board assembly (PCBA) is a process of connecting various electronic components through printed circuit boards (PCBs). Due to the need to assemble a lot of components and PCBs at the same time, the PCBA process tends to become the bottleneck in an assembly line. Many assembly firms have thus introduced automated PCBA machines to expedite this process. However, to best operate these machines, effective PCBA planning is still required. Some nature-inspired metaheuristics such as simulated annealing and genetic algorithm (GA) have been increasingly used for the PCBA planning. Also, we find that particle swarm optimization (PSO) has never been employed to deal with the feeder assignment problem (FAP) and component sequencing problem (CSP) at the same time, though it has been regarded as a good competitor to GAs. In this paper, we developed two PSO-based approaches to deal with the two problems simultaneously for a chip shooter machine. In addition, we have conducted experiments to compare the two PSO-based approaches with two GA-based approaches. The experimental results showed that PSO2, the PSO-based approach with sigmoid functions, outperformed others in terms of assembly cycle time. The comparison with an exact approach further shows that PSO2 has a high rate to find the optimal/near-optimal solution.
One problem raised by the lack of energy efficiency is the generation of more greenhouse gases (GHGs) that can cause air pollution and climate change. Ecological efficiency (eco-efficiency) means the efficiency of resources used. A poor performance from this efficiency can then be detected for further improvement. In this research, we conduct an assessment on the eco-efficiency for some European countries as they consume a large part of global energy annually. A total of 17 European countries were selected as decision making units (DMUs) and assessed by the Slacks-based measure (SBM) Data Envelopment Analysis (DEA) model. Indices including Catch-Up, Frontier-Shift, and Malmquist Productivity Index (MPI) have been used to evaluate eco-efficiency, as well as efficiency change, technological change, and productivity change, over 2013–2017. In the model, energy consumption and share of renewable energy are used as energy inputs, and labor productivity and gross capital formation are used as economy inputs. On the other hand, GDP is used as a desired output, and CO2 emissions is used as one undesired output. The experimental results show that the 17 countries as a whole lacked eco-efficiency in 2013–2017, implying more efforts are required to improve their eco-efficiency.
