Apart from wind potential, there are many other spatial factors which impact the possible implementation of wind farm projects. The spatial advantages and limitations of these factors can be used as criteria for selecting the most suitable location for a potential wind farm. The specific method for evaluating wind farm locations in this paper is novel because of its choice of spatial criteria and its two-stage evaluation procedure. The first stage involves the elimination of unfavorable areas for locating a wind farm, based on elimination criteria, using GIS. The second stage is the selection of the most suitable wind farm location using the PROMETHEE method. This is based on the multi-criteria evaluation of locations according to different weight categories and scenarios. The results are then multiplied based on which decision-making subjects can make appropriate decisions. The results indicate that the method presented has a universal character in terms of its application. However, its specifics in terms of quantitative statements for the individual spatial criteria used in the evaluation depend on the specifics of national and international regulations, the area in question and the particular project. By integrating the spatial criteria with the relevant legislation, this method has potential for global application. It aims towards systematicity, efficiency, simplicity and reliability in decision-making. In this way, potential conflicts and risks for investors and other users of the space are prevented in the earliest development phase of a wind farm project.

This paper points to current transformations of the New Belgrade architectural and urban space identifying the process of filling the empty undeveloped areas within the New Belgrade blocks under the pressure of new commercial facilities. Given that these changes are not regulated by plans in an appropriate way, they are manifested in the space as problem situations leading to the production of space which is appropriate for the narrow interests of capital holders, while interests of direct users, as well as interest of a wider public, are most often neglected. The paper presents a critical analysis of the existing conditions and identifies problems emerging in the development and planning of the New Belgrade urban tissue. The space transformations have been explored at the level of urban and physical structure, urban landscape and user's life. Identified problem situations are indicative for further consideration of strategies for urban-architectural planning and design of New Belgrade.

There is global interest in the smart city, not only as an operational concept, but also as a funding mechanism of the EU Cohesion Policy, joint programs, projects and initiatives. According to the EU Commission, a smart city is a place where traditional networks and services are made more efficient with the use of digital and communication technologies, for the benefit of its inhabitants and business. Urban governance, as an instrument of integrated urban development, has an important role as a decentralization criterion in improving the smart city?s performance in more developed countries and regions. At the same time, the countries of Southeast Europe that are not members of the EU (including Serbia) are lagging in this matter. Taken that the application of urban governance in the context of a smart city can be seen as a practical novelty in Serbia, this paper presents and discusses the existing state of the art in this field. The findings presented were derived from collaborative engagement within the INTERREG project CLEVER - Co-designing Smart Local Solutions for Exploiting Values and Enhancing Resilience, during 2018/2019.

Strategic Environmental Assessment (SEA), as a support to strategic planning, is a starting point in the creation of a sustainable concept of managing waste that is based on the principles of a circular economy. The role of SEA is to guide the planning process towards the goal of securing the best effects in relation to the quality of the living environment and the socio-economic aspects of development. SEA is also an instrument that can be used when making optimal decisions about spatial development, which further contributes to its importance and role in the planning process. The implementation of SEA allows developers to establish the benefits and implications of the proposed spatial changes, taking into account the capacity of the space to sustain the planned development, and to determine the degree of acceptability of the proposed spatial changes. This paper presents a specific method used for impact assessment in SEA for the Agro-Waste Management Plan (AWMP) for Oplenac Vineyard. The specificity of this method is that it combines specific goals, indicators and criteria for assessing the effect of planning solutions formulated in the simulated AWMP for Oplenac Vineyard using a semi-quantitative expert method. The results of the paper indicate the possibility of using GIS tools to increase objectivity in the expert evaluation of planning solutions, particularly in relation to a group of criteria for assessing the spatial dispersion of the impacts. This reduces the subjectivity that is characteristic of all expert methods. The graphical presentation of the results in GIS technology and the use of matrices and graphs to present the results makes them easier to understand and creates a good basis for making optimal decisions on future activities concerning the elimination of waste from wineries and viticulture. The research was carried out within the framework of the NoAW project, which is supported by the European Commission through the Horizon2020 research and innovation program.

The paper presents a specific method of environmental impact assessment applied in Strategic Environmental Assessment (SEA) for the National Emission Reduction Plan (NERP) in the Republic of Serbia, based on air quality. The specificity of the approach is in the application of a semiquantitative method of multicriteria evaluation based on air dispersion modeling and the integration of SEA goals, indicators and criteria for assessing the impact of the NERP on the quality of air and other environmental elements in this method. When predicting changes in air quality for the planning horizon to 2028, the physical, geographical and climatic characteristics of the area were taken into account, as well as technical measures to reduce SO2 emissions, since this was the dominant pollutant from the Serbian coal-fired power plants studied by the NERP. Air pollution modeling was carried out using the AERMOD software package based on the data collected, and the quantitative results obtained were used in a multicriteria evaluation as part of the SEA. The results of the research indicated the importance of applying this approach in order to significantly increase objectivity in the SEA process, since it is an important element of decision making at the strategic level. In addition, a comparative presentation of the modeling results before and after application of the NERP was an important part of the SEA process, and it provided a clear insight into expected changes in the air quality. This is a key argument for making appropriate policy decisions on spatial, energy, environmental and socio-economic development in the Republic of Serbia, which, like other developing countries, is sluggishly following global trends in energy transition.

Although wind farms have an undeniable beneficial impact on the environment, certain negative environmental implications do appear as a consequence of their operation. One of them is the production of noise. The wind farm noise values decrease with distance, so that at a certain point they are within the legally prescribed limits. This is the case for individual wind farms noise impact assessments. However, with two or more wind farms in the same area, there is a superposition of noise and a consequential change in the noise value. The focus of the paper is on the results of modeling noise propagation in space in the case of the cumulative impact of two neighboring wind farms. The results are modeled during the process of strategically assessing the environment so as to determine territorial impacts and make informed decisions about future development. The paper presents the strategic answer to the model of the spatial propagation of noise in cases of cumulative impact with a view to including the preventive protection principle in the planning of several adjacent wind farms.
