Modern people live in the era of knowledge and digitalization supposed to increase their quality of life. Nevertheless, digital technologies are only the instruments in the development and transformation of social-economic processes and their usage per se does not ensure only positive effects, which much depends on goals, conditions, institutes, etc. Thus, digitalization has an unambiguous influence on many social-economic processes and needs a wise policy to provide smooth progress and well-being for everybody. This study aims to design and test appropriate tools for managing digitalization to direct this process on increasing the quality of life. For this purpose we analyzed: (1) correlation to identify interrelations between digitalization and quality of life; (2) the potential of using the visualization matrix method to identify and monitor national trends of digitalization in the context of quality of life. We found: (1) close correlation between subjective and objective indicators of quality of life and between the quality of life and digitalization; (2) the two-dimensional matrix turned out to be a relevant visual tool that embraces specific two-way relationships between human development and digitalization. In combination with statistical and qualitative methods, this tool has wide prospects for managing digitalization in the context of social progress and increasing quality of life.

Youth educational migration is an urgent problem for most Arctic cities. In particular, this problem is extremely important for Russia in the context of changing the paradigm of the planned development of the Arctic oil and gas economy into indefinite long-term prospects and scenarios of Arctic development. This situation led to reducing social-economic northern benefits and compensations and strengthens the trends of Arctic youth educational migration. However, the experience of digital transformation and forced distance learning due to the pandemic of 2020 could bring young people a new understanding of the opportunities of digitalization, influencing their migration decisions. To clarify the potential of digital technologies in solving the problem of youth migration outflow in the Russian Arctic, we surveyed the students at technical schools and colleges of the Yamal-Nenets autonomous area, Russia; sample size 1532 students in total. The analysis of the survey’s results proved the intention of most respondents to move to larger cities in non-Arctic territories. Together with that, we revealed a high potential of digital technologies in addressing the problem of youth migration which was previously considered unsolvable. In particular, the accessibility of quality distance education can sufficiently increase the attractiveness of Arctic territories for youth life, study, and development. Basing on the research results, we suppose that Arctic youth migration outflow can be sufficiently decreased if the measures proposed in the research are implemented with the help of digitalization.

Введение. Развернувшийся в последние годы дискурс о кризисе образования и обострившийся спор о его сущности и роли в развитии человека и культуры в целом обусловили необходимость научного определения смысла современного образования. В дискуссионной и теоретической по характеру статье данный вопрос исследуется в ракурсе актуальной тенденции отнесения образования к сфере услуг.Цель работы состояла в научном обосновании нерелевантности представлений об образовании как о «коммерческой услуге» и обсуждении последствий подобной интерпретации.Методология и методики. Исследование выполнялось на базе метасистемного подхода, позволяющего рассматривать образование как систему в ряду других социальных институтов и структур и как элемент системы большего порядка. Изучение феномена «образовательные услуги» проводилось посредством логико-смыслового анализа, герменевтического метода и синтеза мнений представителей разных гуманитарных наук. Для аргументации собственной позиции авторы использовали процедуру разделения «парадигм социоконструирования» (как совокупности принципов познания и преобразования социальной реальности), из которых логически выводятся разные дефиниции общества, определения сущности и роли образования.Результаты. Концепт «образовательные услуги» проанализирован как речевой шаблон, способ мышления, юридическое понятие, призыв к изменению социальной практики и как вероятный проект. Выявлена негативно влияющая на результаты образования концептуальная, смысловая подмена: смысл извлечения прибыли занял место смысла совершенствования личности и обеспечения долгосрочной жизнеспособности и развития всего общества. Показано, что данная подмена – закономерное следствие выхода рыночных законов за рамки социального контроля, в частности их полулегитимного распространения на сферу образования, являющегося общественно значимым благом.Научная новизна. Доказывается, что закрепившееся в современном дискурсе выражение «образовательные услуги» способствует деструктивным трансформациям менталитета граждан и социального пространства. Услуга и образование охарактеризованы по комплексу критериев: предмет деятельности, ее характер, роль акцептора продукта деятельности, особенности методов деятельности, результат (цель) деятельности и оценка качества. Сделан вывод о том, что сфера услуг и образование – это области совместной конструктивной деятельности людей, имеющие принципиальные различия.Практическая значимость. Полученные результаты позволяют целенаправленно корректировать процессы концептуального управления сферой образования.

The problem of quality of life management is primarily associated with defining the object and subject of management, which in relation to the quality of life is definitely not easy due to the large number of different interpretations. This article newly defines the quality of life phenomenon and develops the principles for its managing through clarification of the methodological and prescriptive position. This reveals the content of the category “quality of life” and criteria distinguishing good quality of life from bad in the context of sustainable development goals regardless of the current cultural structure. The concept of “a way of human interaction with the world” (namely, the specificity in the objects, mechanisms, and results of human interaction with the world at different levels or spheres of life) introduces a system of principles for managing quality of life, consistent with the current leading achievements in understanding the quality of life. This system of principles is represented by three main criteria for evaluating any innovations that change the quality of life of people (rationality, humanity, significance). Basing in these principles, the authors have developed twelve criteria for good quality of life management, two for each of the six areas human life: continuum (cultural), circumstances, physical, emotional, intellectual, and spiritual.

The regional development path depends on managing innovation resources. However, increasing the quantity of innovation activity and managing innovation resources only by financial indicators does not guarantee progress in sustainable development. This paper argues that basic conditions for effective sustainability-oriented innovation activities are: (1) the accordance of relevant activities with sustainable development ethics and (2) their marked focus on systemic and long-term sustainable development targets. These parameters can be considered fundamental principles for designing and developing effective sustainability-oriented innovation systems and innovation policies. Analysis of the two basic principles precedes estimation of the effectiveness of innovation activities, innovation systems, or innovation policies. In this paper, a special typological analysis technique was applied to assess basic conditions for the effectiveness of sustainability-oriented innovation activities observed in the case of the Tyumen region, Russia. It was found that since 2009 the Tyumen regional innovation support system has not been conceptually designed in accordance with sustainable development ethics or considering a long-term vision. Therefore, the projects themselves afford only temporary solutions to regional problems by implementing innovations that mainly have short-term and mid-term social–economic effects. As a result of the analysis of fundamental conditions for sustainability-oriented innovation activities in Tyumen region, this paper proposes recommendations on necessary measures for redesigning decision-making principles of regional innovation support systems in order to significantly increase the potential impact on the development of a truly sustainable regional economy.

Цель. Целью является раскрытие фундаментальных смысловых противоречий в позициях изобретателя и предпринимателя в процессе инновационной деятельности и порождающих их причин. Предметом анализа выступают смыслы инновационной деятельности предпринимателя и изобретателя в контексте современной культуры.Методология проведения работы. Исследование проведено в русле деятельностной парадигмы, опирается на социокультурный и антропосоциетальный подходы. Современные смысловые противоречия в позициях изобретателя и предпринимателя проанализированы с позиций гуманистического подхода с помощью логико-смыслового и ценностного анализа.Результаты. Выделены фундаментальные противоречия в актуальной социально-экономической системе на общественном, организационном и личностном уровнях, отражающие разные ценностные позиции и конфликт интересов изобретателя и предпринимателя. Сделан вывод о необходимости развития механизмов инновационного сотрудничества на микроэкономическом уровне, основанного на общем фундаменте гуманистических ценностей и работающих на цели реализации инновационного развития гуманного общества в целом.Область применения результатов. Результаты исследования предназначены для развития социально-философского дискурса по проблемам социального проектирования инновационного развития гуманного общества.
