Based on the systematization of relevant problems in the agricultural sector of Kazakhstan and other countries, the purpose of the research is to aid in the development and implementation of a methodology for the econometric analysis of sustainability, the classification of economic growth, and an alternative strategy for gross value added depending on time phases with time lags of 0, 1, and 2 years, and on the gross fixed capital formation in the agricultural sector of Kazakhstan. The research has used a variety of quantitative techniques, including the logistic growth difference equation, applied statistics, econometric models, operations research, nonlinear mathematical programming models, economic modeling simulations, and sustainability analysis. In the work on three criteria: equilibrium, balanced and optimal growth, we have defined the main trends of growth of Gross added value of agriculture, hunting and forestry. The first, depending on the time phases, the second, depending on the Gross fixed capital formation transactions for equilibrium growth, for the growth of an alternative strategy, for the endogenous growth rate and the growth of exogenous flows. And we also received a classification of the trend of Productive, Moderate and Critical growth for the agricultural industry depending on the correlated linkaged industry of the national economy of Kazakhstan. The results of this work can be used in data analytics and artificial intelligence, digital transformation and technology in agriculture, as well as in the areas of sustainability and environmental impact.

The dairy sector represents a fundamental component of the agro-industrial complex, ensuring food security and contributing to the sustainable development of rural areas. The object of the study is the dairy industry of the Republic of Kazakhstan, while the core problem addressed is the need to enhance its resilience under conditions of limited investment attractiveness, weak infrastructure, and structural imbalance between production and processing capacities. The research results reveal a set of systemic problems: insufficient breeding practices, shortage of high-quality fodder, underdeveloped milk processing facilities, and low competitiveness of dairy products in international markets. Quantitative analysis has shown that the average milk yield per cow remains at 2,400–2,600 kg per year, which is 2.5–3 times lower than in leading dairy-producing countries. In addition, only 65–70% of raw milk is processed at industrial facilities, leaving a significant share in the informal sector. The interpretation of the findings demonstrates that the successful development of the dairy sector depends on a systemic approach to resource efficiency, technological modernization, and the establishment of a balanced agricultural policy. A distinctive feature of the study is the comprehensive assessment of institutional and technological factors, which allowed the identification of sustainable mechanisms for improving both milk production and processing efficiency. The practical significance of the results lies in their applicability for the development of state support strategies for the agro-industrial complex, the design of regional agricultural modernization programs, as well as the activities of dairy processing enterprises focused on export promotion and strengthening domestic competitiveness

Concepts such as growth poles and growth centres used to be interpreted as aggregate concentrations of population, natural resources, industries and services, and geographically as cities and development centres, but are now also referred to as free economic zones and technopoles. Despite the fact that the largest companies in the oilgas industry are located in Atyrau region, the manufacturing industry is not developed. There is a need to identify the growth poles and the formation of organisational and economic forms of their development in increasing the share of innovative production and activities in the oilgas chemical industry in the Atyrau region economy, occupying such unique resources as hydrocarbon raw materials. The formation of clusters in the regions will contribute to attracting investments in priority areas, activation of innovation activity, increasing export potential, making structural changes in the region. A relevant issue is the effectiveness of creating cluster structures in Atyrau region. Kazakhstan can become a real subject on innovative cluster development, offering products both on domestic and foreign markets in the raw materials direction. The prerequisites for the creation of innovation clusters on the study of economic and innovation potential in Atyrau region are considered. This article is devoted to the identification of theoretical and methodological aspects of the formation of growth poles in the development of the region's economy. The main purpose of this study is to substantiate the formation of innovation growth poles in Atyrau region. The authors conducted quantitative and qualitative analysis, assessment of economic, as well as Atyrau region innovation potential, determined the innovation activity of Atyrau region economic entities.

The article examines the sectoral structure of employment for people with disabilities and the gender gap in labor activity and employment at the regional level, using the example of the Atyrau region of the Republic of Kazakhstan. Theoretical approaches to the analysis of employment among people with disabilities, methodological tools for measuring gender differences (descriptive statistics and regression analysis), as well as the features of the region's socio‑economic profile that affect the availability of jobs for people with disabilities, are considered. Based on the analysis, practical recommendations are proposed to increase labor market inclusiveness in the Atyrau region. The purpose of this article is to comprehensively investigate the sectoral profile of employment of people with disabilities in the Atyrau region and identify the extent, causes, and mechanisms of the gender gap in the regional labor market in order to develop practically sound recommendations for increasing the inclusivity of employment. To achieve this goal, the economic and sectoral structure of the Atyrau region is characterized, and the sectors that form the main demand for labor, gender differences in labor activity, employment, and income among people with disabilities are identified, and the industries with the most pronounced gender gap are identified. Recommendations are provided to authorities, employment services, and employers on the development of retraining programs, job adaptation, and the promotion of inclusive hiring in the region.
