In recent years, policymakers of urban agglomerations in various regions of the world have been striving to reduce environmental pollution from harmful exhaust and noise emissions. Restrictions on conventional vehicles entering the inner city are being introduced and the introduction of low-emission measures, including electric ones, is being promoted. This paper presents a method for scenario analysis applied to study the reduction of exhaust emissions by introducing electric vehicles in a selected city. The original scenario analyses relating to real problems faced by contemporary metropolitan areas are based on the VISUM tool (PTV Headquarters for Europe: PTV Planung Transport Verkehr AG, 76131 Karlsruhe, Germany). For the case study, the transport model of the city of Bielsko-Biala (Poland) was used to conduct experiments with different forms of participation of electric vehicles on the one hand and traffic restrictions for high emission vehicles on the other hand. Scenario analyses were conducted for various constraint options including inbound, outbound, and through traffic. Travel time for specific transport relations and the volume of harmful emissions were used as criteria for evaluating scenarios of limited accessibility to city zones for selected types of vehicles. The comparative analyses carried out showed that the introduction of electric vehicles in the inner city resulted in a significant reduction in the emission of harmful exhaust compounds and, consequently, in an increase in the area of clean air in the city. The case study and its results provide some valuable insights and may guide decision-makers in their actions to introduce both driving ban restrictions for high-emission vehicles and incentives for the use of electric vehicles for city residents.

The paper presents a method of the assessment of spatial integration of bike-sharing stations in urban agglomerations based on GIS tools for analyses. The method uses four sub-models: system of bike-sharing stations, road and street network, demand for bike-sharing ridership, bike-sharing ridership routing, and value matrix of spatial integration measures. The presented method allows the identification of different categories of segments of the road and street network used for bike travels and enables the identification of the set of segments that should be upgraded into bike-friendly infrastructure offering bike lanes or cycle paths in order to ensure the appropriate level of spatial integration of bike-sharing stations. The possibility of the application of the method has been studied on the example of the existing bike-sharing system in Katowice, a city in southern Poland. The research presented in the paper has been conducted based on data on bike rentals and bike trips from eight months of 2018. Selected results of the spatial integration assessment of bike-sharing stations, which may be useful for making investment decisions in the bike-sharing system development, are presented.

The transport system of a Smart City consists of many subsystems; therefore, the modeling of the transportation network, which maps its structure, requires consideration of both the connections between individual subsystems and the relationships within each of them. The road and street network is one of the most important subsystems, whose main task is to ensure access to places generating travel demand in the city. Thus, its effectiveness should be at an appropriate level of quality. Connectivity is one of the most important characteristics of a road and street network. It describes how elements of that network are connected, which translates to travel times and costs. The analysis of the connectivity of the road and street network in urban areas is often conducted with the application of topological measures. In the case of a large area of the city, such analysis requires its division into smaller parts, which may affect the computational results of these measures; therefore, the main goal of the study was to present a method of performing analysis based on the computation of numerical values of selected measures of connectivity of road and street network, for a city area divided into fields of regular shape. To achieve that goal, the analyzed area was split into a regular grid. Subsequently, numerical values of the chosen measures of connectivity were calculated for each basic field, and the results allowed us to determine whether they are influenced by the method of division of the area. Obtained results showed that the size of the basic field influences the numerical values of measures of connectivity; however that influence is different for each of the selected measures.

The process of building a transport model requires carrying out extensive traffic measurements and travel behaviours analyses. Part of traffic measurements is used: in the process of building a transport model, to determine structure of demand for transport and to verify the quality of the developed model. It is important to adopt an appropriate research methodology and scope of research, tailored to the needs of developing a transport model using the four-step trip-based travel demand modelling process. This article is devoted to the review of methodologies, according to which Comprehensive Traffic Survey was implemented in recent years in Poland. Case study of the construction of a transport model for the city of Bielsko-Biała was shown. The ways of representing the results of researches and measurements of road traffic have been presented.

The article is a continuation of the research work carried out by the authors on determining the impact of the countdown timers on traffic conditions, and—in this case—on traffic safety at the intersections. The paper presents the results of research for assessing the impact of the role of the intersection with the countdown timers in transportation network of the city on the safety of the intersections. Moreover, the article also demonstrates the force of the influence of the countdown timers on the level of traffic safety, depending on the function of the intersection in transportation network. For scientific purposes, the traffic measurements were conducted which have been described in detail in another article [1].

In many countries roundabouts are becoming an increasingly common element of transportation infrastructure. Therefore, like other elements of the infrastructure, they may be subject to periodic closures associated with i.e. modernization of infrastructure, maintenance of road signs and traffic safety devices or renovation of road surface. Such closures require implementation of temporary traffic organization. Due to unique features of roundabouts it appears that specific methods of organizing work zones at such objects should be developed. This paper contains a proposal of typology of temporary traffic organization at roundabouts and a review of possible solutions for each group.

The article presents the scope and the algorithm of traffic flows surveys and measurements (TFSM) necessary for the construction of an urban agglomeration transportation model (UATM) for ITS projects. The basic guidelines for determining the locations of the measurement points have also been discussed. To show the structure of TFSM the algorithm of action during Comprehensive Traffic and Transportation Studies for Transportation Modeling with Evaluation of ITS Project, has been presented. The examples relate in particular to urban agglomeration with the nature of a conurbation - Upper Silesian Agglomeration in Poland.

The article presents the selected issues and the algorithm of methodology for delimitation of the urban area for the needs of construction of four-step transportation model. In the methodology the use of the transportation model for the evaluation of ITS projects has been taken into account. The essence of the presented methodology is to take into account three types of criteria for delimiting the area and different levels of reference. Presented issues became the basis for the development of mathematical formalization of delimitation problem. The examples relate in particular to urban agglomeration with the nature of a conurbation - Upper Silesian Agglomeration in Poland.

Traffic congestion understood as transportation crowding is an important factor for increasing inconvenience of life and passing through element of transportation infrastructure in urban areas. Measures aimed at mitigating the negative effects of such situations should be taken at different levels of traffic management: strategic, tactical and operational. This requires a close cooperation and coordination between planners, designers and traffic engineers. The article presents strategies for managing congestion in cities using packages of ITS services. It also presents the concept of an integrated approach to this issue in the context of the theory of traffic flow.

In urban networks, with dense traffic flows and a high risk of the disruption (even in the form of a short queue of vehicles) the probability of occurrence of such a situation (disruption and queue) is a better measure of the probabilistic description of the capacity constraints than the expected waiting time in the queue, because the probability takes into account the risk of delay in the traffic flow from the point of view of the person that plans a trip. The functions of expected smoothness of the traffic flows in the elementary nodes and the expected waiting time in the queue for different packages of ITS services have been presented in the mathematical forms.

Making rational decisions about the planning and designing the traffic management in the city requires a proper description of traffic flows following through the various elements of the transportation network. This issue is the subject of many studies, resulting in a wide variety of models used in this field. Generally they can be divided into two main groups: models describing the distribution of traffic flows in the transportation network and models describing the transition of traffic flow by individual elements of the transportation network. This article reviews the models used to describe the traffic shaping in such an arrangement. Then the way of describing traffic flows, which may be used in the construction and calibration of dynamic traffic models has been formalized. The article also includes a calculation example with application of the proposed description of the components of traffic flows on the link of urban network.
