In recent years, policymakers of urban agglomerations in various regions of the world have been striving to reduce environmental pollution from harmful exhaust and noise emissions. Restrictions on conventional vehicles entering the inner city are being introduced and the introduction of low-emission measures, including electric ones, is being promoted. This paper presents a method for scenario analysis applied to study the reduction of exhaust emissions by introducing electric vehicles in a selected city. The original scenario analyses relating to real problems faced by contemporary metropolitan areas are based on the VISUM tool (PTV Headquarters for Europe: PTV Planung Transport Verkehr AG, 76131 Karlsruhe, Germany). For the case study, the transport model of the city of Bielsko-Biala (Poland) was used to conduct experiments with different forms of participation of electric vehicles on the one hand and traffic restrictions for high emission vehicles on the other hand. Scenario analyses were conducted for various constraint options including inbound, outbound, and through traffic. Travel time for specific transport relations and the volume of harmful emissions were used as criteria for evaluating scenarios of limited accessibility to city zones for selected types of vehicles. The comparative analyses carried out showed that the introduction of electric vehicles in the inner city resulted in a significant reduction in the emission of harmful exhaust compounds and, consequently, in an increase in the area of clean air in the city. The case study and its results provide some valuable insights and may guide decision-makers in their actions to introduce both driving ban restrictions for high-emission vehicles and incentives for the use of electric vehicles for city residents.

The article deals with the decision problems of estimating the energy expenditure of low-emission fleets in urban service companies due to environmental safety. One of the most important problems of today’s transport policy of many city authorities is the ecological safety of its inhabitants. The basic measures are aimed at banning high-emission vehicles from city centers and promoting the introduction of zero-emission vehicles, such as electric or hybrid cars. The authors proposed an original approach to the decision model, in which the energy expenditure from the use of electric vehicles was defined as a criterion function. The boundary conditions took into account limitations typical of an electric vehicle, e.g., maximum range or battery charging time. To solve the problem, the authors proposed an efficient hybrid algorithm based on ant colony algorithm and genetic algorithm. The verification was made for the example of a utility company serving a medium-sized city in the eastern part of Poland.

The paper presents a method of the assessment of spatial integration of bike-sharing stations in urban agglomerations based on GIS tools for analyses. The method uses four sub-models: system of bike-sharing stations, road and street network, demand for bike-sharing ridership, bike-sharing ridership routing, and value matrix of spatial integration measures. The presented method allows the identification of different categories of segments of the road and street network used for bike travels and enables the identification of the set of segments that should be upgraded into bike-friendly infrastructure offering bike lanes or cycle paths in order to ensure the appropriate level of spatial integration of bike-sharing stations. The possibility of the application of the method has been studied on the example of the existing bike-sharing system in Katowice, a city in southern Poland. The research presented in the paper has been conducted based on data on bike rentals and bike trips from eight months of 2018. Selected results of the spatial integration assessment of bike-sharing stations, which may be useful for making investment decisions in the bike-sharing system development, are presented.

The paper presents the problem of distribution route planning with dynamic information about sudden customers' needs. Particular attention was paid to dynamic vehicle route planning and its influence on the distance covered by a distribution vehicle. In the article, authors assume that the quick information about customers’ sudden needs is transferred from the EPLOS tool data base. Authors analyze the available literature on transport route optimization and propose a solution to the problem of distribution among customers with sudden needs. In order to present the impact of quick information influence on the distribution route minimization, a simulation model of the vehicle routing problem was generated in the FlexSim environment.

The article presents the idea of modeling the decision-making process in the field of the metropolitan areas transport system. Due to the increasing process of metropolization and urbanization, which is predicted to be 68.4% worldwide and 83.7% in Europe in 2050, the issue will be even more sophisticated. The problem of depletion of transport network capacity as well as the implementation of modern technology solutions forces metropolitan committees to apply tools for metropolitan passenger transport system optimization. Significantly, the policy and regulations on sustainable urban mobility management are based on the mobility demand predictions and understanding of the travel decision-making process of citizens. The scientific purpose of this article is to build a mathematical model, as a tool supporting the multi-criteria decision-making process regarding the choice of means of transport in a developing metropolis. The issue raised in this article considers the most important research areas of the metropolitan transport means selection, which includes transport safety, qualitative, financial, and ecological aspects. The model was implemented in Silesian Metropolis in Poland with a particular emphasis on sharing mobility transport means users. As a result, a ranking of sharing transport means was developed, which is a piece of significant information for planners and future investors in the development of the metropolitan transport system.

Nowadays, thanks to funds coming from various sources -including the European Union, intensive modernization and revitalization works regarding railway transport infrastructure are carried out. These works include both the railway surface and the change in the way of conducting railway traffic on both open lines and operating control posts. During modernization and revitalization, efforts are being made to introduce more and more new solutions in both mentioned areas. However, there is no multi-criteria method that would allow to assess which method seems to be the most advantageous. The aim of this article is to present a multicriteria method of choosing the method of conducting railway traffic on the open line for modernized and revitalized railway lines. It should be noted that the basic group of criteria in the method applies to the organization of railway traffic. The article discusses the basic issues regarding the modernization and revitalization of railway lines, ways of conducting railway traffic on open lines and multi-criteria assessment methods. A multicriteria method for selecting the method of conducting trains was presented and it was verified for a selected railway line in Poland.

The article presents issues related to database design for problems of planning transport of cargoes by intermodal transport using road and air transport. The main aim of this paper is to develop the structure of the database used in the problems of planning transport of cargoes by intermodal transport. The issue of intermodal transport is a complex decision problem which requires taking into account many technical, economic and qualitative aspects of various modes of transport. The multitude of these aspects contributes to the processing of a large amount of input data used by advanced calculation algorithms developed to determine the optimal routes of cargo transportation. Designing database architecture depends on the number of modules responsible for the final determination of transport plans. It is assumed that the database is responsible not only for collecting input data about air, road infrastructure, processing of information necessary for transport but also for saving results generated by calculation modules. In the article, to understand the problem of the issue, a mathematical model of transporting loads by intermodal transport was included, and for its solution an ant algorithm was proposed. The developed structure of the database with the presented modules is a newly approach in problems of planning transport of cargoes by intermodal transport.

The transport system has a direct impact on the economic and socio-economic situation of each country. Planning its development is an important element of policy. Bearing in mind the importance and complexity of this issue, it should be considered using both quanti-tative methods and mathematical models, as well as advanced simulation tools for modelling transport. The article presents a proposal for an approach to simulation tests of the different transport system in the aspect of the emission of harmful exhaust gas compounds from road transport.The tool for analysing and assessing the functioning of e xisting or designed systems is a model in which the properties of the real system, which are important from the point of view of the research objective, should be mapped. The Model of Proecological Transport System (MEST) was presented formally as an ordered four. Also elements of optimization taks shaping of proecological transport system in form of datas, decision variables, conditions and goal function were presented. An example of tests on simulation model was shown.

In the article, possible ways of using energy recovered during regenerative braking of trains are presented. It is pointed out that the return of recovered electricity directly to the catenary and its use in the energy cooperation of vehicles can be a no-cost method (without additional infrastructure). The method of energy cooperation between trains and its main assumptions, that uses the law of conservation of energy, are described in detail. An original model is proposed which assumes optimization by controlling the train arrival time at the station within the technical time reserve. Optimization method was used metaheuristic and adapted swarm algorithm called the firefly algorithm. An exemplary simulation of the energy cooperation of trains for selected stops of a double-track railway line of the Tricity Rapid Urban Railway has been done and the obtained results are presented. Finally, in discussion and conclusions, the results were summarized and the significance of the development of the discussed method for transport rationalization was presented.

Development of railway infrastructure at the turn of the 20th and 21st centuries, as well as the speeds of trains in passenger and freight traffic are the result of improving the structure of modern rail vehicles and railway infrastructure optimization. The structure of the railway surface, which enables high speeds and transferring ever greater loads and pressures of up to 25–30 t/vehicle axis, must meet very strict strength and durability requirements. This paper discusses mathematical and numerical tools used in simulation and experimental tests of railway surfaces, as well as its selected elements. Issues addressed in this paper concern, among others, modeling of the railway track, calculations related to its static and dynamic loading, and simulation of the technological process of selected elements of railway turnout. Selected results of the simulation tests on numerical models showing their behavior under different loads are also presented in this paper. The concept of symmetry is included in the possibility of applying the method described in the article both for testing other sections of railway lines, as well as for testing other elements in which stresses occur.

The article discusses decision problems related to shaping the pro-ecological transport system. In the era of rapidly changing market and consumer needs, there are dynamic changes in the services offered. This also applies to the car fleet market. Currently, the approach to owning a vehicle is changing to other forms such as rental or subscription. Different types of funding are conducive to changes in the fleet management industry. More and more sophisticated services are offered for corporate clients, but also private customers. In the context of these changes, the approach to different aspects of vehicle use is also clarified, including what has been noticeable in recent years, increased interest in road safety, environmental issues and most importantly costs of use and possession of the vehicle. This puts high demands on fleet managers who sustainably need to match the structure of their fleets to the needs and capabilities of their customers while taking into account safety and ecology issues. This is a complicated task that requires decision-making assistance. This article addresses the support of the fleet manager decision, taking into account the sustainable management model. The article aimed to develop a model that takes into account the aspects of safety and ecology from the operator-financier the point of view. The result of the article is to provide a decision-making tool for the selection of vehicles and drivers, taking into account their characteristics to accomplish their tasks. The work presents the problem of fleet management, shows the characteristics of different forms of financing and the impact of market trends on the current approach to these problems. The analysis of safety aspects to the possibility of using different methods affecting its level was then presented. Another element of the article is a mathematical model of the problem of resources assignment for tasks. The developed model is universal and can be used for evaluation and optimisation. To this end, the function of the criterion has been formulated, taking into account the aspects of safety, ecology and financial aspects. It also takes into account the randomness of adverse events and the duration of the remaining appropriations in the out-of-order state. This Model can be used for the risk assessment of the driving staff. The developed model was implemented in the Flexsim environment for a computational example for a trading company. Computational experiments have indicated the correctness of the model and its high application potential, as well as further directions of model development to support complex management processes carried out by fleet managers.

The article investigates the problem of task assignment of vehicles for a production company. The presented problem is a complex decision-making issue which has not been analyzed in the literature before. Two stages must be passed through in order to solve the task assignment problem of the vehicles for the production company. The first stage is to designate the tasks, the other one is to determine the number of the vehicles that is needed to perform these tasks. The task in the analyzed problem is defined as transporting the cargo from the suppliers to the warehouses and from the warehouses to the production company. The number of the tasks depends on the type of the vehicle which carries out a given task. In order to solve the presented problem, the mathematical model has been developed, i.e., decision variables, constraints, and criterion functions. There are three types of decision variables occurring in the model, which means that this problem is quite complex. The first type of the decision variables determines the volume of the cargo which flows among the facilities on a given working day, the second type of the decision variables determines the use of a given type of the vehicle in the task, and the third type of the decision variables determines the number of the vehicles which perform the task. The criterion functions take the following form: the fuel consumption costs, the transition costs of the cargo via the warehouses, the purchase costs of the cargo, and the task completion time. In order to solve the task assignment problem of the vehicles, a genetic algorithm has been developed. The proposed method of task assignment solution is unique due to the coding method of individuals and related recombination procedures. The construction stages of this algorithm are presented. The algorithm has been verified by the use of the real input data. The developed model and method of its solution are unique in the application to the service of manufacturing enterprises. Due to the high efficiency and multi-aspect approach, it can be applied in enterprises of various industries as support for decision-makers in the optimization of resources.

The development of railway transport in the current times is very noticeable, it is connected with the growing needs of movement as well as the development of information engineering. The increase in the demand for transport requires the implementation of solutions that increase the efficiency of the transport system. Both long-distance, agglomeration and metro railways can use different systems due to their specificity. Nevertheless, there is a noticeable trend in the development of systems supporting or even replacing the driver by the automation of selected activities. Such systems allow to reduce trains headway and thus increase the capacity of the line. CBTC class systems (Communications-based train control) belong to automatic train systems and are based on wireless transmission. The main purpose of using such systems is to increase the frequency of running trains while maintaining the level of safety. Computers that are on the system equipment record, process and analyse very large amounts of data. An essential element of such systems are recording units. The parameter recorders can be divided into technical and legal ones. However, for CBTC class systems, there is no obligation or requirement to use legal recorders as it is in the case of ETCS. However, it is necessary to use event recorders, and these are subject to the requirements set out in the PN-EN 62625-1: 2014 standard. The recorders are a very important component of safety systems, which is why they were analysed in this article. Both the driver, the vehicle and the infrastructure should be subject of continuous monitoring. The occurrence of an adverse event (not necessarily leading to an incident or accident) should be analysed and used to improve safety procedures. Currently, automatic systems are still developing and we are not able to accurately assess what the causes and effects of certain events may be, which is why data collection and analysis is particularly important. The article presents the general specification of the CBTC system. The parameters and properties of driving recorders should be presented. The paper describes proecological solution dedicated for organizing logistics services in urban areas. Proposed solution is based on cross-docking processes combined with consolidation centres. Authors proposed new method of estimating economic and social benefits from implementing centrally managed cooperation of logistics operators using common city consolidation hubs. Developed mathematical model bases on Vehicle Routing Problem (VRP) with vehicles of different types, limited loading capacities and multiply depots characterized by limited throughput. Proposed approach was supported by case study of integration of distribution processes in Warsaw (Poland) performed by three medium-size logistics operators. The central management of distribution was investigated in variants assuming using existing warehouses and with new configuration of logistics network developed with using SIMMAG 3D tools. As it was proved for analysed case, total costs of distribution in the city after implementation of centrally managed distribution were reduced by 8.1% for variant with current depots and by 26.5% for variant with new logistics network, while emission of carbon monoxide (CO) was reduced respectively by 7.8 and 16.7%.

The article presents selected aspects of the problem of supporting the planning of freight wagons on the rail network. It has been pointed out that one of the problems in freight transport is the proper planning of operational activities of rail carriers. The problem is difficult because of its complexity. Planning the movement of freight wagons should take into account the need not only to transport loaded wagons, but also empty ones. The complexity of the problem stems from a number of factors, which should be considered during transport planning. These factors can be divided into technical, organizational or economic. The analysis allowed to develop a mathematical model for planning the movement of loaded and empty wagons, which includes: data schemes, decision variables, boundary conditions and constraints, criterion functions, as well as traffic disruptions in the rail network. Consequently, it was possible to develop a heuristic algorithm and a simulation tool, in the form of the ModPCar application. The subject matter is connected mainly with business needs of railway carriers. The effect, in the form of an IT tool, facilitating the process of decision support in the organization of rail transport, may be used, among others, by rail freight carriers. This paper describes the stages of the ant algorithm i.e. the stage of designating the probability of transition of ants to the other points of the route, update pheromone. In this paper the process of calibration of this algorithm was presented. The results of the ant algorithm were compared with the random results.

Designing of storage facilities is an interdisciplinary process that requires consideration of technical, economic, social or environmental issues. Storage facilities, as a part of supply chain are designed to provide customers availability of goods at a certain time, quantity and place. This involves the functions resulting therefrom, such as storage, sorting, picking, packing, etc. The efficiency of processes in the supply chains is strongly influenced by the location and shape of the storage facilities that are critical components. These issues are multi-threaded, and they are subject of an iterative approach in which information tools are playing a special role. One of such tool is the SIMMAG3D system. It is a system for modelling and visualization in 3D of warehouse facilities, which was built based on developed mathematical models, computational algorithms and functional dependencies necessary for the designing of storage facilities. It also takes into account the different types of warehouses and design methodologies as well as the location of warehouses in the logistic network. The article presents the elements of the SIMMAG3D system and characterizes its functional capabilities. It has been pointed out that one of the key elements of the system is the module for 3D visualization of storage facilities. It has been described in detail. In addition, an example of the visualizer operation on real data concerning one of the FMCG storage facility is provided.
