This paper concerns with the total weighted tardiness on a single machine scheduling problem with the concept of learning effect and unequal release dates. A mathematical model is proposed with binary variables and only small size problems can be solved efficiently due to its NP-hardness. Therefore, four heuristic methods are developed to solve real size applications including the size of 1000 jobs. Proposed heuristics are: genetic, genetic with solution combination, kangaroo and genetic-kangaroo hybrid algorithms. Results denote that developed heuristics are efficient for the considered problem. Research on this topic shows that no study exists on the total weighted tardiness problem with learning effect and unequal release dates simultaneously tackled in this paper.

Enterprises have started to establish partnerships both to use their internal resources efficiently and to increase their environmental performance. Partnerships and interoperability of enterprises with different processes enable them to benefit more from their benefits. Moving towards the local and regional economy, these partnerships that increase environmental and own resources have created industrial symbiosis practices. Industrial ecology fields are established in these applications. Both environmental and economic gains can be achieved through the efficient use of resources by enterprises and the minimization of wastes. For the sustainability of these partnerships to be established by enterprises, they need to analyze the measures they take internally. In this study, the concept of industrial symbiosis and the criteria that are effective for the sustainability of these industrial symbiosis are evaluated. Analytical network process method is used. Thus, the industrial symbiosis infrastructures to be established by enterprises have been enabled to move strategically.

This paper addresses the optimization of a single machine scheduling problem with additional constraints which are sequence-independent setup times and time-dependent learning and forgetting effects. The considered objective function is to minimize the maximum completion time (makespan). We define a bivariate general learning and forgetting model consisting of two independent variables which are the sum of normal processing times of previous jobs in the schedule and the setup time of the present job. We demonstrate some global properties of an optimal schedule and prove that the problem is ordinary NP-hard by means of a polynomial transformation from a known decision problem to the decision version of the considered problem. Furthermore, we propose an integer non-linear programming model and a dynamic programming model which can be executed in pseudo-polynomial time.

There is an increase in the amount of resource use due to the rise in population, urbanization, and industrialization. Also, the amount of waste increases due to an increase in consumption and resource use. Countries are developing new policies depending on both decreasing resources and environmental problems caused by waste. The “Zero Waste” project was launched to recycle waste and to reduce environmental pollution in Turkey. The project aims to separate recyclable waste at its source and recycle them. One of the problems encountered in the implementation of the project is collecting the waste from temporary storage areas. In this study, the problem of transportation of wastes from temporary warehouses to the main warehouse was discussed in Kırıkkale/Turkey. A three-step solution approach has been proposed to the solution of the problem. In the first stage, the amounts of waste generated at the addresses to collect were estimated. In the second stage, the addresses to be visited are classified with an approach based on Pareto analysis according to the calculated waste amounts. According to this classification, it is planned which addresses will be visited on which day of the week. At the last stage, the problem is modeled as a heterogeneous multi-vehicle routing problem, which also takes into account the daily working hours and vehicle capacity constraints. According to the result of the mathematical model, the number of vehicles needed for waste collection, the types of vehicles, and the routes of the vehicles were found. Considering the implementation stages of the Zero Waste project, three different case studies are handled for Kırıkkale. These case studies have been solved by considering different waste rates. According to the results, the waste collection plan was made economically by visiting fewer spots in a week.

During the development of effective drugs for the treatment of cancer, one of the most important tasks is to identify effective drug candidates having maximum antiproliferation and minimum side effects. This paper considers the problem of selecting the most promising anticancer agents, showing inhibition at low IC50 concentration and low releasing lactate dehydrogenase percentage (cytotoxicity). Recently, we prepared quinoline analogs bearing different functional groups and determined their anticancer potential against the HeLa, C6, and HT29 cancer cell lines using different anticancer assays. Experimentally, seven quinoline derivatives consisting of different substituents were determined as promising anticancer agents. We propose a multicriteria recommendation method to identify the most promising anticancer agents against all tested cell lines with an accurate prediction algorithm according to the available input data. A multicriteria decision‐making methodology (MCDM) was used for the solution of the relevant problem in this study. Both the experimental results and MCDM method indicated that 5,7‐dibromo‐8‐hydroxyquinoline (2) and 6,8‐dibromo‐1,2,3,4‐tetrahydroquinoline (6) are the most promising anticancer agents against the HeLa, HT29, and C6 cell lines.

Public transportation is one of the main goals of a developing city. This topic includes not only administrators, but also city residents and the environment, with economic, environmental, and social factors. This paper presents a multicriteria decision-making process for prioritizing alternative public transportation projects in Kırıkkale, considering the urban type of a developing city. It outlines three planned projects for improvement: “electric municipality bus”, “light rail system”, and the “modernization of existing vehicles and network optimization”. In this study, we use the analytic hierarchy process and fuzzy technique for order preference by similarity to ideal situation (TOPSIS) application to prioritize transportation projects using economic, social, transportation, and environmental sub-criteria. The aim of this study is to select the most suitable project, based on sustainability, for more urban livability in Kırıkkale city. In the strategic decision-making process, the weights of each sustainability criteria have been determined using analytic hierarchy process (AHP). The fuzzy TOPSIS method has been applied for ranking the proposed alternative projects for Kırıkkale. Finally, the analytic decision process results are compared, and the electric municipality bus is selected as the best project alternative. The results of this study can not only offer a solution for current needs related to urban planning, but also ensure as a more transparent decision-making process for developing sustainability in developing cities in the near future.

Multicriteria decision-making tools are widely used in complex decision-making problems. There are also numerous points of decision-making in transportation. One of these decision-making points regards clean technology vehicle determination. Clean technology vehicles, such as electric buses, have some advantages compared to other technologies like internal combustion engine vehicles. Notably, electric vehicles emit zero tailpipe emissions, thereby ensuring cleaner air for cities and making these clean technologies preferable to other technologies, especially in highly populated areas for better air quality and more livable cities. In this study, we propose a multicriteria decision-making process using analytic hierarchy process (AHP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) in the context of an electric bus in the center of Ankara. Six potential electric bus alternatives were evaluated under seven specific criteria. Overall, EV-2 electric buses outperformed other electric bus alternatives based on the chosen criteria. In addition, the stability of the results obtained under different scenarios using this method was established via sensitivity analysis.

This paper deals with a sustainable personnel scheduling problem of personnel working in a large-scale natural gas combined-cycle power plant in Turkey. The proposed model focuses on employee complaints due to unfair work schedules and the results of balanced assignments based on power plant interruptions. Eighty personnel work in three shifts at this natural gas combined-cycle power plant. The model is solved with respect to some of the workers’ skills, and there are 20 criteria regarding skills. The analytic network process method is used to get the weights of workers’ skills, which are calculated and included in the model. Goal programming is used in this paper. Our proposed model gives cost minimization and fair work schedules for the power plant. Compared with the literature, the number and set of criteria are unique in terms of personnel competency in the energy sector. Minimizing cost and imbalanced assignments was achieved by the proposed model for the first time without considering the sector.

Nowadays, resource utilization and management are very important for businesses. They try to make a profit by providing high levels of efficiency from available sources. Their labor force is one of these sources. Therefore, scheduling based on personnel satisfaction has become an important problem in recent years. In this study, a case study was carried out in a glass factory in Ankara which has 7 department and 80 personnel. The aim of the study is to provide better service by distributing personnel to shifts in a fair and balanced manner. Assignment points are different for the departments where the personnel will work. Every personnel member is assigned to the department as best as possible. A goal programming method was used, and the results were better than those obtained using other methods.

In this study, maintenance planning problem is handled in one of the hydroelectric power plants which directly affect Turkey’s energy supply security with a fifth share in the total generation. In this study, a result is obtained by taking into consideration the multi-objective and multi-criteria structure of the maintenance planning in the hydroelectric power plants with thousands of complex equipment and the direct effect of this equipment on uninterrupted and low-cost electricity generation. In the first stage, the risk levels of the equipment in terms of the power plant are obtained with the combination of AHP (Analytical Hierarchy Process) and TOPSIS (technique for order preference by similarity to ideal solution) which are frequently used in the literature due to their advantages. Department-based maintenance plans of all equipment for periodic and revision maintenance strategies are formed by integrating these values into the time allocated for maintenance and the number of employees constraints. As a result of the application of this methodology which is designed for the first time in the literature with the integration of multi-criteria decision-making methods for the maintenance planning problem in a hydroelectric power plant, all elements that prevent the sustainable energy supply in the power plant are eliminated.

The rapid development of technology has increased the desire of all to be on the Internet. The discovery that objects born of the Internet communicate with each other without external factors revealed, with the fourth industrial revolution, the concept of the Internet of Things (IoT). The communication of objects with each other means minimum labor and minimum cost for enterprises. Enterprises that want to transition to the Internet of Things face many difficulties. Identifying and correcting these difficulties can lead to both lost time and high cost. In this study, we investigated the difficulties encountered in the Internet of Things. As a result of the study, the degree of importance of the factors causing these difficulties was determined by multi-criteria decision-making methods and was presented to the enterprises. The main criteria, and the sub-criteria related to these main criteria, were determined. The main purpose of the enterprises transitioning to Industry 4.0 is the communication of things with each other. In this study, we aimed to determine which criteria caused difficulties in the transition to Industry 4.0. Then, the degree of importance of the criteria was determined using the analytic hierarchy process (AHP) and analytic network process (ANP) methods, in the multi-criteria decision-making. Through the study, we determined which criteria should be taken into consideration by the enterprises that want to transition to the Internet of Things. In this way, enterprises will be able to accelerate that transition by minimizing time and monetary loss.

The achievement of health organizations’ goals is critically important for profitability. For this purpose, their resources, materials, and equipment should be efficiently used in the services they provide. A hospital has sensitive and expensive equipment, and the use of its equipment and resources needs to be balanced. The utilization of these resources should be considered in its operating rooms, as it shares both expense expenditure and revenue generation. This study’s primary aim is the effective and balanced use of equipment and resources in hospital operating rooms. In this context, datasets from a state hospital were used via the goal programming and constraint programming methods. According to the wishes of hospital managers, three scenarios were separately modeled in both methods. According to the obtained results, schedules were compared and analyzed according to the current situation. The hospital-planning approach was positively affected, and goals such as minimization cost, staff and patient satisfaction, prevention over time, and less use were achieved.

Small- and Medium-Scale Enterprises (SMEs) act as catalysts in the general economy with regard to their added value. Support programs have been designed by the government through the Small and Medium Enterprises Development and Support Administration KOSGEB) and other institutions in order to further the general economic contributions of such enterprises. However, there is no method for using support models according to a productivity and effectiveness principle. This causes serious wastes of both resources and time. In this study, the problem of applying support models to improve the most critical problems of SMEs was discussed. As a place of application, 82 firms registered to the Konya Chamber of Industry were selected for the automotive supplier industry. Firstly, a productivity evaluation of companies was performed by a data envelopment analysis (DEA). Firms were grouped into A, B1, B2, C1, and C2 according to their activity scores. Using an Analytical Hierarchy Process (AHP), the order of KOSGEB support was found using the Technique for Order Preference by Similarity to Ideal Solution method (TOPSIS). Thus, firms will be able to focus on their most pressing problems, as well as enabling the efficient use of resources A: Small- and Medium-Scale Enterprises Improvement and Support Program (KOBIGEL) support model, B1: Logistic support model, B2: KOBIGEL support model, C1: Test analysis and calibration support model, and C2: Test analysis and calibration support model. This means that these support models are required in the first place for group companies.A KOBIGEL support model is the provincial rank for A group companies.

Shift scheduling problems (SSPs) are advanced NP-hard problems which are generally evaluated with integer programming. This study presents an applicable shift schedule of workers in a large-scale natural gas combined cycle power plant (NGCCPP), which realize 35.17% of the total electricity generation in Turkey alone, as at of the end of 2018. This study included 80 workers who worked three shifts in the selected NGCCPP for 30 days. The proposed scheduling model was solved according to the skills of the workers, and there were nine criteria by which the workers were evaluated for their abilities. Analytic network process (ANP) is a method used for obtaining the weights of workers’ abilities in a particular skill. These weights are used in the proposed scheduling model as concepts in goal programming (GP). The SSP–ANP–GP model sees employees’ everyday preferences as their main feature, bringing high-performance to the highest level, and bringing an objective functionality, and lowering the lowest success of daily choice. At the same time, the model introduced large-scale and soft constraints that reflect the nature of the shift requirements of this program by specifying the most appropriate program. The required data were obtained from the selected NGCCPP and the model solutions were approved by the plant experts. The SSP–ANP–GP model was resolved at a reasonable time. Monthly acquisition time was significantly reduced, and the satisfaction of the employees was significantly increased by using the obtained program. When past studies were examined, it was determined that a shift scheduling problem of this size in the energy sector had not previously been studied.

Son yıllarda gerek üretim sistemlerinde gerekse hizmet sistemlerinde müşteri memnuniyetinin her geçen gün daha da zorlaştığı görülmektedir. Rekabet gücünü arttırma yollarına başvuran işverenler, müşteriden önce hizmeti sunan kişilerin memnuniyetini sağlamayı hedeflemişlerdir. Hastanelerin 7/24 hizmet vermesi sebebiyle vardiya sistemi kurulmuştur. Fakat yanlış veya adil olmayan bir vardiya sistemi sonucu çalışanların fiziksel ve psikolojik açıdan olumsuz etkilendiği görülmektedir. Genellikle vardiya sisteminin çizelgesini, hastanenin çalışma saatlerine uyumlu bir şekilde sorumlu baş hemşire yapmaktadır. Günlük hayatta karşılaşılan problemlerde gerçekleştirilmesi istenen birden çok amaç olabilmektedir. Bu gibi durumlarda karar verme aşamasında aynı anda birden fazla hedefin sağlanabilmesi için geliştirilen hedef programlama yöntemi avantajlı bir yöntem olarak ön plana çıkmaktadır. Bu çalışmada ele alınan problem tipi için birden fazla hedefin karşılanmasını sağlayan ve bu hedeflerde esneklik olmasına izin veren hedef programlama yöntemi kullanılmıştır. Ele alınan bu problem tipinde vardiya sistemindeki dengesizlikleri ortadan kaldıracak ve aynı zamanda hemşirelerin bazı özel durumlarına olanak sağlayan bir çizelge oluşturulmuştur. Bir devlet hastanesinden alınan veriler kullanılarak 0-1 hedef programlama yöntemi ile hemşire çizelgelemesi yapılan bu problemde elde edilen sonuçlara göre hemşirelerin planlama yaklaşımlarındaki başarısını olumlu yönde etkileyerek gerçekleştirilmesi istenen hedeflere ulaşıldığı, adil ve dengeli bir çizelgelerin oluşturulduğu görülmektedir.

Urban transportation planning is important for a metropolitan city. Route selection, which is among the decisions of urban transportation planning, is also important in terms of developing the urban transportation. This study contains the route selection for the planned monorail transport system that is a new system in Ankara. The most suitable monorail route was selected among the determined eight alternative monorail routes. In this decision process, we used the Analytic Network Process (ANP) and Technique for Order Preference by Similarity to Ideal Solution (TOPSIS) method, which is one of the multi-criteria decision-making methods. Finally, we provided the most suitable ranking and planning with the selection process for the development of urban transportation.

The concept of Industry 4.0 is seen as a recent paradigm in the manufacturing sector. The use of new production and management technologies required by the concept of Industry 4.0 is very important for small enterprises in order to keep up with the competition. However, most enterprises look at these requirements in a negative way. This study analyzes the propulsion forces of Industry 4.0 adopted in small and medium enterprises. By analyzing the difficulties in the transition process of small and medium-sized enterprises (SMEs) to Industry 4.0, the company contributes to the determination of strategic steps taking these results into consideration. This will facilitate the transition of enterprises to Industry 4.0 and progress can be made towards efficient use of resources. A hierarchical structure was established under the four main criteria of innovation, organization, environmental, and financial aspects, and the relative weight of these criteria and sub-criteria were calculated. The surveys conducted on business managers were evaluated using multi-criteria decision-making methods by the analytic hierarchy process method and the analytic network process. At the same time, the interaction between these criteria was taken into consideration and the criteria were re-evaluated by the analytical network process method. The results of the two methods seem to support each other.
