João Reis is a Professor of Operations Management, Service Science, and Supply Chain Management. He received his Doctoral Diploma in Industrial Engineering (University of Aveiro, Portugal, EU) and has been conducting scientific research in the fields of Artificial Intelligence, Service Robots, Cyberphysical Systems, Intelligent Decision Support System, and Industry 4.0. He is a research fellow at EIGeS and GOVCOPP.
This article presents a systematic literature review that includes research papers published since 2015–2019, and addresses topics in the areas of on Public Transport Systems, Sustainability and Smart Cities. From 42 articles, 20 were documents that met the inclusion criteria and represented a diverse sample. This article also mapped 171 smart cities from 5 continents, where the transport system is most relevant. Although the results show a similar trend in terms of the close relationship between sustainability and public transport systems in terms of Information and Communication Technologies (ICT), it differs from one country to another in terms of the implementation indicators, policies and user behaviors. In light of the above, this research offers a contemporary view of the activities carried out under the theme and creates the basis for future action plans.

The objective of the study is to understand the relationship between Eco-innovation (EI) and Digital Transformation (DT) to environmental sustainability in manufacturing sector. In this sense, the central question is: what are the knowledge domains that integrate EI and DT in manufacturing sector? What are their inter-relationships? The study is a qualitative research methodology using PRISMA process “Preferred Reports Items for Systematic Reviews and Meta-Analyzes”. Two computer programs support the development of this study: VOSviewer and ZOTERO. The research is a Tertiary study carried out through Web of Science (WoS) database, which papers should be in English language to avoid definitions ambiguity, and the period is limited from 2015 until 2020 (August). DT is believed a facilitator to Circular Economy (CE), although the discourse is emphasizing its main principles. This indicates that, DT to boost the environment sustainability should be aligned and fit the EI definitions, even diverse, to guarantee successful CE implementation, not a run to digitalized way of life. Research was based on one scientific database Web of Science (WoS). The contribution of this paper is a presentation of diverse applications of new digital technologies with a single objective of CE implementation. The originality is the application of VOSviewer for approaches which concepts are constantly developing as EI, and the study of the relationship between EI and DT to environmental sustainability in manufacturing industry, embodied by the concept of Circular Economy.

The availability maximization is a goal for any organization because the equipment downtime implies high non-production costs and, additionally, the abnormal stopping and restarting usually imply loss of product’s quality. In this way, a method for predicting the equipment’s health state is vital to maintain the production flow as well as to plan maintenance intervention strategies. This paper presents a maintenance prediction approach based on sensing data managed by Hidden Markov Models (HMM). To do so, a diagnosis of drying presses in a pulp industry is used as case study, which is done based on data collected every minute for three years and ten months. This paper presents an approach to manage a multivariate analysis, in this case merging the values of sensors, and optimizing the observable states to insert into a HMM model, which permits to identify three hidden states that characterize the equipment’s health state: “Proper Function”, “Alert state”, and “Equipment Failure”. The research described in this paper demonstrates how an equipment health diagnosis can be made using the HMM, through the collection of observations from various sensors, without information of machine failures occurrences. The approach developed demonstrated to be robust, even the complexity of the system, having the potential to be generalized to any other type of equipment.

The quality of life at work has been one of the most important aspects to be considered by a given organization to achieve pre-defined objectives. Thus, this research aims to analyze the level of satisfaction with the quality of work life (QWL) of the employees of the Higher Institute of Defense Studies “Lieutenant-General Armando Emílio Guebuza” (ISEDEF) according to Walton’s model. A conceptual framework was built through a bibliographic and literature review. The instrument used for data collection was a questionnaire applied to 97 military and civilian personnel in August 2019. The results show that the general level of satisfaction with QWL is moderate, requiring an improvement in living conditions so that military education and training continues, as well as the development of models that enable the realization of benefits according to the social and economic level in the country.

After the Cold War, the defense industries found themselves at a crossroads. However, it seems that they are gaining new momentum, as new technologies such as robotics and artificial intelligence are enabling the development of autonomous, highly innovative and disruptive intelligent systems. Despite this new impetus, there are still doubts about where to invest limited financial resources to boost high-tech defense industries. In order to shed some light on the topic, we decided to conduct a systematic literature review by using the PRISMA protocol and content analysis. The results indicate that autonomous intelligent systems are being developed by the defense industry and categorized into three different modes—fully autonomous operations, partially autonomous operations, and smart autonomous decision-making. In addition, it is also important to note that, at a strategic level of war, there is limited room for automation given the need for human intervention. However, at the tactical level of war, there is a high probability of growth in industrial defense, since, at this level, structured decisions and complex analytical-cognitive tasks are carried out. In the light of carrying out those decisions and tasks, robotics and artificial intelligence can make a contribution far superior to that of human beings.

This article addresses the evolution of Industry 4.0 (I4.0) in the automotive industry, exploring its contribution to a shift in the maintenance paradigm. To this end, we firstly present the concepts of predictive maintenance (PdM), condition-based maintenance (CBM), and their applications to increase awareness of why and how these concepts are revolutionizing the automotive industry. Then, we introduce the business process management (BPM) and business process model and notation (BPMN) methodologies, as well as their relationship with maintenance. Finally, we present the case study of the Renault Cacia, which is developing and implementing the concepts mentioned above.

Open innovation is proved to be determinant in the rationalization of sustainable innovation ecosystems. Firms, universities, governments, user communities and the overall environment are called to contribute to this dynamic process. This study aims to contribute to a better understanding of the impact of open innovation on firms’ performance and to empirically assess whether university-industry collaborations are complementary or substitutes for this activity. Primary data were collected from a survey encompassing 908 firms, and then combined with performance indicators from SABI (Spanish and Portuguese business information). Econometric estimations were run to evaluate the role of open innovation and university-industry collaboration in the firm innovative propensity and performance. Results highlight the importance of diversity in collaborations with the academia and inbound open innovation strategy as enhancers of firm performance. The two activities reinforce each other. By testing the impact of open innovation practices on company performance, the need for heterogeneity in terms of contact type and university is also demonstrated. Findings cast light on the need to reformulate existing policy packages, reinforcing the ties with academia as well as the promotion of open innovation strategies. The connection to the innovation ecosystem needs to be further encouraged as well as the promotion of persistent connections with the knowledge sources in an open and multilateral framework.

The objective of this research is to discuss the state-of-the-art with regard to the influence of COVID-19 in retail, especially in the light of the economic, social and health perspectives. To do so, we carried out a systematic literature review, a technique that allows an efficient description of the literature and that made it possible to provide a holistic perspective of the phenomenon trough the interpretation of relevant published articles. The results showed the sector had to find new measures to mitigate the effects of corona virus, ranging from social and physical distance, protection and hygiene measures, adjustments in distribution and communication channels, to the transmission of a clearer messages by retailers. In addition, the digital transformation phenomenon has also been enhanced by this crisis, by using measures aimed at reducing the spread of the corona virus, such as the use of several digital payment systems and new distribution methods to respond to the new sales and delivery rules. This article reinforces the importance of these measures for a new model of action in the retail sector, in order to respond to the market needs.

This study investigates the “Internet of things” (IoT) and “Circular Economy” (CE) relationship in the current scientific literature focused on case studies or use cases on manufacturing context. To the best of our knowledge, this study is the first to map the science centered on “case studies” with respect to the “IoT” and “CE” connection, contributing to fill the gap of the subject that is already relevant to the scientific community and practitioners. The research methodology consists of developing a bibliometric study, employing PRISMA process, whose data is obtained from the Web of Science database. The VOSviewer was the computer program selected for the bibliometric analysis. The Web of Science (WoS) analysis tool supports VOSviewer. The papers were analyzed according to network analysis principles. The qualitative content analysis complements these results. The results show the high-frequency keywords and topics associated with the theme “IoT and CE”; the most cited papers; the intellectual structure of “IoT and CE”; the new emerging themes in scientific research; and social networks among the researchers. The paper’s contribution is the results of the bibliometric analysis and a better understanding of the relationship of “IoT” and “CE” by the “case studies” addressed in the empirical investigations.

The preliminary credibility assessment screening system (PCASS) is a US-based program, which is currently being implemented by intelligence units of the North Atlantic Treaty Organization (NATO) to make the initial screening of individuals suspected of infiltrating the Afghan National Defense and Security Forces (ANDSF). Sensors have been instrumental in the PCASS, leading to organizational change. The aim of this research is to describe how the ANDSF adapted to the implementation of PCASS, as well as implemented changes since the beginning of the program. To do so, we have conducted a qualitative, exploratory, and descriptive case study that allows one to understand, through the use of a series of data collection sources, a real-life phenomenon of which little is known. The results suggest that the sensors used in PCASS empower security forces with reliable technologies to identify and neutralize internal threats. It then becomes evident that the technological leadership that PCASS provides allows the developing of a relatively stable and consistent organizational change, fulfilling the objectives of the NATO and the ANDSF.

Open innovation is a hot topic which currently facilitates the establishment of links between Universities and Industry. Thus, the primary goal of this research is to synthetize the existing literature by establishing a University-Industry relationship with Open Innovation. In this scenario, we also identify the extent to which open innovation is improving innovation ecosystems in terms of promoting smart and responsible innovation. To do so, we have used a systematic literature review, which is considered an adequate method to study the state of the art of a given topic. In light of the above, we performed 1) a quantitative assessment of 50 articles by using bibliometric tools and 2) a qualitative analysis of the literature to identify meaningful relationships between articles. As a result, the literature evidenced a trinomial relationship between Universities, Society and Industries, which are interestingly far more exploited than the Education and Research. Given the noticeable importance of producing knowledge and dissemination of that information, we believe Universities will continue to have a prominent centrality in society in that regard; however, current data leads us to believe that the Universities success of producing knowledge highly depends on the efficiency of each countries to establish effective political actions.

Employers are increasingly using Social Networking Sites (SNS) to support hiring decisions, and yet the knowledge of their practice patterns remains limited. This paper aims to (a) examine which and to what extent selectors analyze applicant’s profile features to support hiring decisions, and (b) explore the issues selectors perceive as being important while using SNS in personnel selection. It employs a two-phase methodology: a questionnaire-based survey, and a semi-structured interview study. Selectors report to examine more often job-related features, though they also admitted to analyze protected personal details and non-job related features. From the statistical analysis of the profile features being analyzed, three different patterns emerged, suggesting that selectors (a) exclude applicants during pre-selection and after a face-to-face interview, and (b) collect additional information about applicants to know them more deeply. Practitioners highlighted, among others, privacy, impression management, standardization, and possible bias issues. Conclusions and implications of these findings are discussed.

The post-Cold War era is placing the defense industry at a crossroads. If, on the one hand, it is under great pressure to guarantee warlike efforts around the world, with tight budgets and uncertain lead-times, on the other hand, it is seen as a central instrument for national sovereignty and foreign policy. The purpose of this research is to report the state-of-the-art of the existing literature and explore the most relevant research areas in order to provide the conceptual basis for further empirical research. To do so, this study uses a preferred reporting items for systematic review and meta-analysis (PRISMA), which is an adequate technique as it allows one to discover concepts, ideas, and debates about the defense industry. The results evidenced three different approaches to the defense industry—integration, autarky, and domination. In that regard, we present several case studies in which the defense industry is used as an instrument of foreign policy or national sovereignty. Future studies may focus on empirical research to validate the theoretical findings or to identify variables that lead some defense industries to seek synergies, resorting to mergers and acquisitions, while other defense companies prefer to obtain State funds.

Goal: Public administration is constantly changing in response to new challenges, including the implementation of new technologies such as robotics and artificial intelligence (AI). This new dynamic has caught the attention of political leaders who are finding ways to restrain or regulate AI in public services, but also of scholars who are raising legitimate concerns about its impacts on public employment. In light of the above, the aim of this research is to analyze the influence of AI on public employment and the ways politics are reacting. Design/Methodology/Approach: We have performed a systematic literature review to disclose the state-of-the-art and to find new avenues for future research. Results: The results indicate that public services require four kinds of intelligence – mechanical, analytical, intuitive, and empathetic – albeit, with much less expression than in private services. Limitations of the investigation: This systematic review provides a snapshot of the influence of AI on public employment. Thus, our research does not cover the whole body of knowledge, but it presents a holistic understanding of the phenomenon. Practical implications: As private companies are typically more advanced in the implementation of AI technologies, the for-profit sector may provide significant contributions in the way states can leverage public services through the deployment of AI technologies. Originality/Value: This article highlights the need for states to create the necessary conditions to legislate and regulate key technological advances, which, in our opinion, has been done, but at a very slow pace.

In the last six decades, many advances have been made in the field of artificial intelligence (AI). Bearing in mind that AI technologies are influencing societies and political systems differently, it can be useful to understand what are the common issues between similar states in the European Union and how these political systems can collaborate with each other, seeking synergies, finding opportunities and saving costs. Therefore, we carried out an exploratory research among similar states of the European Union, in terms of scientific research in areas of AI technologies, namely: Portugal, Greece, Austria, Belgium and Sweden. A key finding of this research is that intelligent decision support systems (IDSS) are essential for the political decision-making process, since politics normally deals with complex and multifaceted decisions, which involve trade-offs between different stakeholders. As public health is becoming increasingly relevant in the field of the European Union, the IDSSs can provide relevant contributions, as it may allow sharing critical information and assist in the political decision-making process, especially in response to crisis situations.

Services are changing at an impressive pace boosted by the technological advances felt in Robotics, Big Data, and Artificial Intelligence (AI) that have uncovered new research opportunities. Our objective is to contribute to the literature by exploring the pros and cons of the use of service robots in the hospitality industry and to practice, by presenting the architectural and technological characteristics of a fully automated plant based on a relevant case. To achieve such goal, this article uses a systematic literature review to assess the state-of-the-art, characterize the unit of analysis, and find new avenues for further research. The results indicate that, in high customer contact settings, service robots tend to outperform humans when performing standardized tasks, because of their mechanical and analytical nature. Evidence also shows that, in some cases, service robots have not yet achieved the desired technological maturity to proficiently replace humans. In other words, the technology is not quite there yet, but this does not contradict the fact that new robot technologies, enabled by AI, will be able to replace the employees’ empathetic intelligence. In practical terms, organizations are facing challenges where they have to decide whether service robots are capable of completely replacing human labor or if they should rather invest in balanced options, such as human-robot systems, that seem to be a much more rational choice today.

Currently, artificial intelligence (AI) is at the center of academic and public debate. However, its implications on politics remain little understood. To understand the impact of the AI phenomenon on politics of the European Union (EU), we have carried out qualitative multimethod research by performing a systematic literature review and a case study. The first method was performed according to the preferred reporting items for systematic reviews and meta-analyses (PRISMA), in order to report the state-of-the-art in the existing literature and explore the most relevant research areas. The second method contained contributions from experts in data science and AI of the Portuguese scientific community. The results showed that solutions such as intelligent decision support systems are improving the political decision-making process and impacting the Portuguese society at local, regional, and national levels. We also found that practitioners and scientists are currently shifting their interests from environmental and biological sciences to healthcare services, which is bringing new challenges in terms of protecting patient/citizen data and growing concerns about handling of critical information. Future research may focus on comparative studies with other EU States to obtain a comprehensive and holistic understanding of the AI phenomenon.
