In this paper, we first rely on small area techniques to derive from EU statistics on income and living conditions (EU‐SILC) survey new indicators of compensatory and social‐investment policies at regional level. While compensatory policies have mainly the goal of protecting individuals from “old” risks (e.g., old‐age), investment‐related social policies tend to focus more on “new social risks” (e.g., skill deficits). We rely on these new indicators to perform a data‐driven structural vector autoregressive (SVAR) analysis to investigate the causal relationships between youth labor market outcomes and these two types of spending. Our results support the view that social‐investment policies are effective for tackling new social challenges. (JEL C18, C54, E02)

This paper analyses the impact of the economic crisis on children's wellbeing from a comparative European perspective using a multidimensional and fuzzy methodology. Comparisons of children's wellbeing based solely on monetary resources are likely to give a partial picture, because wellbeing can be related to different capabilities and the economic crisis impacted them differently. The use of several indicators captures the multidimensional and interrelated nature of wellbeing as experienced by children and can give a comprehensive view of the threats of future generations. A propensity score method is used to compare children's capabilities distributions and to assess the impact of the economic crisis on the net change between 2009 and 2014 using EU-SILC data for four European countries. Results show that the economic crisis had a wide range of consequences for children's wellbeing: a disparity is observed across the four countries in preserving the same level of wellbeing after the economic crisis.

This paper describes a methodology for the construction of a multidimensional index for sustainability assessment in the context of the Sustainable Development Goals (SDGs) of the UN 2030 Agenda. The methodology is designed to properly capture the multidimensional nature of sustainable development and the SDG framework, introducing an innovative Fuzzy Multidimensional Index to measure the performance of Mediterranean countries. The focus is on agro-food sustainability, in-line with the aims of the Partnership for Research and Innovation in the Mediterranean Area (PRIMA). Drawing on fuzzy set theory, a step-by-step procedure was developed: the underlying dimensions of a set of selected indicators for the SDGs are identified by exploratory factor analysis; an innovative weighting method is applied to aggregate the indicators and calculate the country scores for each dimension and the Fuzzy Multidimensional Index. The PRIMA program will be a first step towards the implementation of innovative solutions, by funding international cooperation projects between countries on both sides of the Mediterranean for a decade: the Fuzzy Multidimensional Index will be the primary source of data for evaluating such projects and policies implemented from them; the Index will therefore be able to close a gap in the availability of appropriate data.

The main scope of the paper is to adopt a fuzzy sets approach for the measurement of multidimensional poverty over a period of eight years, from 2007 to 2015, which takes into account the effect of the 2008 economic and financial crisis. In particular, the focus is on the financial dimension of poverty, and its effects on citizens in the EU Mediterranean Area. The empirical analysis, based on the European Union—Statistics on Income and Living Conditions survey (EU-SILC), covers eight Mediterranean Countries.

The traditional approach to poverty measurement utilises only monetary variables as indicators of individuals’ intensity of the state of deprivation, causing measurement errors of the phenomenon under investigation. Moreover, when adopted in a longitudinal context, this approach tends to overestimate transition poverty. Since poverty is not directly observable, a latent definition can be adopted: in such a conception is possible to use Markov chain models in their latent acceptation. This chapter proposes to use Latent class Markov models which allow taking into account more observed (manifest) variables. We define those variables via monetary and non-monetary fuzzy indicators.

Reliable indicators of poverty and social exclusion are an essential monitoring tool. Policy research and application increasingly require statistics disaggregated to lower levels and smaller subpopulations. This paper addresses some statistical aspects relating to improving the sampling precision of such indicators for subnational regions, in particular through the cumulation of data.

This paper identifies methodologies and strategies appropriate for the development of indicators of well-being at the level of subnational regions, thus contributing towards the incorporation of the subnational dimension into public policy making. Considerations in adapting and augmenting country-level indicators for application at the regional level are discussed. Special technical procedures involved in this process are described. These include consolidation of measures defined with reference to different poverty line thresholds in the income distribution, cumulation of data or measures over multiple survey waves and use of small area estimation methods. Empirical illustrations using comparable survey data from European Union countries are provided, to the extent possible with the available microdata.
