The international circulation of scientists from developing to developed countries can be one of the ways to access advanced knowledge. Similarly, another alternative proposed in this paper is the international student mobility as a way to increase the tacit knowledge asset of a country. Based on this assumption, the purpose of this paper is to approach knowledge and technology transfer having two universities as subjects of study in order to identify the barriers and mechanisms in the transfer within the international student mobility scenario. The paper investigates two groups of students, one from Brazil and another from France, which participated in an international student mobility programme for a period longer than six months. Results show the main barriers and the most effective mechanisms for this category of knowledge and technology transfer. At the end of the paper, we propose a model which has as interfaces two universities as transferor and transferee.
The objective of this research is to analyze the transfer of technology developed by the commercial and industrial compensation policy of the initiative of the Plan of Expansion of Radiotherapy of the Ministry of Health. The data of the organization subsidized by the Plan of Expansion of Radiotherapy were obtained through research documentary, interviews with professionals and participant observation. The methodological strategy consisted of a case study supported by a cross-sectional study, the internal environment was analyzed with variables found in the literature, allowing its comprehension in a certain hospital situation. The results revealed that the initiatives of introduction of radiotherapy equipment by the Expansion Plan suffered numerous confrontations within the contextual and organizational circumstances that affected its development and effectiveness. Given the struggles of the Expansion Plan at the tactical and operational levels of decision-making, there are challenges that require responses from organizations involved in the process to implement the trade agreement established by the compensation policy, with the initial stage being highlighted as a technology transfer process. Due to management skills and expertise, it gives you the paradigm status to be followed based on the relevant dimensions and indicators of the technology transfer analysis.
This study’s objective is to understand the industrial and technological context involved in the offset policy and technology transfer developed in Brazilian public healthcare. Initially, the acquisition of linear accelerators for oncology treatments seemed to be a solution for the problem of long waiting lines in the Brazilian Single Health System (SUS - Sistema Único de Saúde), but the reality was different. Through the methodological procedure of a case study at a hospital renowned for its oncology treatments in the south of the country, it was possible to elucidate its ability to manage the public investment in relation to the industrial and technological context. The relevant findings show that, even with the limitations of the commercial agreement, the hospital at hand was able to, through knowledge, mitigate the difficulties of the offset policy and carry out the technology transfer with ease, due to its familiarity with the new technology. Through this analysis, based on the empirical context, it was possible to summarize the main benefits and setbacks that arise from the strategic and operational levels of the commercial agreement, both at its initial and final stages. This study hopes to spark new investigations on the topic in order to comprehend and intervene in different contexts and situations.

This research aimed, within the scope of the anthropotechnological approach, analyze the technology transfer, performed via the offset policy in the field of public health, called the Radiotherapy Expansion Plan, from the Health Ministry. The objective of this policy is to create and improve accredited organizations, concerning the oncological treatment, specifically in the insertion of radiotherapeutic equipment. This process is divided into two stages: the insertion of the radiotherapy equipment, and the compensations provided for in the commercial agreement. To meet this purpose, the research started from understanding the theoretical and methodological approaches of the fields of study of anthropotechnology, technology transfer and offset policy. In this sense, there was used the methodological strategy of the case study, supported by applied research, with a qualitative and exploratory approach. External and internal environments of a specific situation were analyzed, located in the State of Paraná, which received the radiotherapy equipment. It was verified that the initiatives of insertion of radiotherapeutic equipment in the context of the Expansion Plan have undergone numerous confrontations, inserted in the contextual and organizational particularities that affect its development and effectiveness. There are challenges that require responses from a set of organizations involved, in order to implement the trade agreement established by the offset policy, highlighting the first stage as a process of technology transfer. Thus, the situation located in the State of Paraná consistently consolidated the insertion of the radiotherapy equipment. It allowed its disclosure as a reference situation, and based on the dimensions and indicators analysis provided by anthropotechnology, made possible the comprehensionof the technology transfer involved in the process.
