Dr. Tarek Ben Hassen is assistant Professor of Policy, Planning, and Development at the Department of International Affairs at Qatar University. He holds a MSc in management of innovation (University of Quebec in Chicoutimi, Canada; 2006) and a PhD in Urban Studies (specialized in economic geography) (University of Quebec in Montreal, Canada, 2012). His research falls into the subfield of economic geography, with an emphasis on the study of the dynamics of sustainability and innovation within the food systems. He has several publications in reputed international journals, including Sustainability, Foods, Appetite, Frontiers in Nutrition, and the Journal of Agribusiness in Developing and Emerging Economies.
Bosnia and Herzegovina has responded to the COVID-19 pandemic by implementing quarantine and other social distancing measures. These measures, however, have mental, social, and economic consequences on diet and food behaviors. The Bosnian case is particularly pertinent since the country has one of the highest global mortality rates relative to its population. In addition, its health system is fragmented and under-resourced. Consequently, in this study, we analyze the effects of the COVID-19 pandemic on Bosnians’ behaviors relating to food. It is based on an online survey performed during October–November 2020 with 3133 adult respondents. The statistical analysis encompassed descriptive statistics (means, percentages, and frequencies), as well as cluster analysis. The results reveal that the pandemic transformed consumers’ shopping behaviors and food sourcing, reducing shopping frequency and increasing food bought on each trip. Furthermore, there was an increase in the consumption of local food items due to food safety concerns. Additionally, the pandemic improved the awareness of Bosnians towards food with a decrease in food waste. Regarding diets, Bosnians tried to have healthier diets during the pandemic. Therefore, COVID-19 might have opened a ‘window of opportunity’ to promote the shift towards more sustainable food consumption and lifestyles.

Purpose Right after announcing the first cases, several governments worldwide have implemented stringent measures to stop the spread of COVID-19. This disruption in individuals' daily routines transformed food consumption habits. Accordingly, the purpose of this paper is to examine the effects of the COVID-19 pandemic on food consumption, diet and food shopping behaviors in Lebanon. Design/methodology/approach The paper draws upon an online survey in Lebanon administered in Arabic and English through the Survey Monkey platform in the period of July 15—August 5, 2020, with 201 adults. The survey findings were analyzed using descriptive statistics, a paired sample t-test and a Phi correlation test. Findings The research underlined numerous key consumer tendencies that are currently affecting diet and food behavior in Lebanon. Indeed, the study outcomes suggested (1) a move toward healthier diets; (2) a rise in the consumption of domestic products due to food safety concerns; (3) a change in the grocery shopping behaviors (with a rise in online shopping); (4) a surge of food stockpiling; and (5) a decrease in household food wastage. Surprisingly, COVID-19 seems to generate several positive changes toward more sustainable and healthier consumption patterns in Lebanon. Research limitations/implications These findings contribute to the clarification and critical analysis of the impacts of COVID-19 on food behaviors in Lebanon, which would have several policy implications. Originality/value The findings of this first study contribute to the clarification and critical analysis of the impacts of COVID-19 on food behaviors in Lebanon, which would have several policy implications.

Agri-food systems (AFS) have been central in the debate on sustainable development. Despite this growing interest in AFS, comprehensive analyses of the scholarly literature are hard to find. Therefore, the present systematic review delineated the contours of this growing research strand and analyzed how it relates to sustainability. A search performed on the Web of Science in January 2020 yielded 1389 documents, and 1289 were selected and underwent bibliometric and topical analyses. The topical analysis was informed by the SAFA (Sustainability Assessment of Food and Agriculture systems) approach of FAO and structured along four dimensions viz. environment, economy, society and culture, and policy and governance. The review shows an increasing interest in AFS with an exponential increase in publications number. However, the study field is north-biased and dominated by researchers and organizations from developed countries. Moreover, the analysis suggests that while environmental aspects are sufficiently addressed, social, economic, and political ones are generally overlooked. The paper ends by providing directions for future research and listing some topics to be integrated into a comprehensive, multidisciplinary agenda addressing the multifaceted (un)sustainability of AFS. It makes the case for adopting a holistic, 4-P (planet, people, profit, policy) approach in agri-food system studies.

The Russian government took strong containment measures to prevent the spread of the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) with rigid hygiene protocols and restrictions on daily living, such as social distancing and closing businesses and schools. While these measures were crucial to stop the diffusion of SARS-CoV-2, numerous voices highlighted their disorderly psychological, social, and economic impacts on food consumption behavior and lifestyle. Therefore, this paper aims to understand how consumers’ food-related habits in Russia have shifted due to the COVID-19 pandemic and potential problems and opportunities this might bring for the Russian food system. The study is based on an online cross-sectional survey using a structured questionnaire administered in Russian through the Survey Monkey platform. A total of 1297 valid answers was collected. The results reveal that diet and food shopping, preparation, and use have been widely affected. Indeed, the survey results suggested (i) a change in the modality of acquiring food, consumers reduced the number of shopping trips and buying more on each trip to minimize store visits; (ii) a surge of stockpiling of non-perishable food items; (iii) a shift toward healthier diets; (iv) an increase in culinary capabilities; (v) a decrease of food waste. The results are expected to inform current emergency plans as well as long-term food-related strategies in Russia.

The results reveal clear changes in the way consumers are eating, shopping, and interacting with food. Indeed, the survey results suggested (i) a shift toward healthier diets; (ii) an increase in the consumption of domestic products due to food safety concerns; (iii) a change in the modality of acquiring food (with a surge in online grocery shopping); (iv) an increase in culinary capabilities; and (v) the absence of panic buying and food stockpiling in Qatar. The results are expected to inform current emergency plans as well as long-term food-related strategies in Qatar.

Purpose The purpose of this paper is to examine the current state of the knowledge-based economy in two distinctive case studies in the Arab World: Qatar and Lebanon. Based on five aspects of the knowledge-based economy namely: ICT, human capital and education; innovation, entrepreneurship, and economic and institutional regime, we provide a careful view of the obstacles and challenges that Qatar and Lebanon are facing and how this is hindering their transformation to a knowledge-based economy. Design/methodology/approach The methodology of this research is based on a literature review and information collected through semi-structured interviews with the different stakeholders of the knowledge-based economy in Qatar and Lebanon. Findings The research reveals that numerous factors shape the knowledge-based economy in Qatar and Lebanon. In Qatar, the main strength of the knowledge-based economy is the determination of the Qatari government to diversify the economy and the main weaknesses are the shortage of qualified human resources, the fear of failure and the low performance of the innovation system. In Lebanon, the knowledge-based economy is driven by the education system and the entrepreneurship culture, nevertheless the political instability of the country and the weak ICT infrastructure impede its development. Originality/value These findings contribute to the clarification and critical analysis of the current state of the knowledge-based economy in Qatar and Lebanon, which would have several policy implications.

Agri-food markets are vital in achieving food security, especially for resource-poor, food-importing countries such as Qatar. The paper provides an overview of the evolution of agri-food markets in Qatar and explores the implications of past and ongoing changes in terms of food security and food system sustainability. In particular, the review analyzes drivers of changes, trends, and challenges as well as policy responses to address the emerging challenges while ensuring the country’s food security. It draws upon a systematic review of scholarly literature indexed in the Web of Science as well as data from gray literature (e.g., reports) and databases (e.g., FAOSTAT). Different drivers (e.g., population growth with huge expatriate inflow, urbanization, income increase) affected the functioning of agri-food markets as well as the structure of the food chain (viz. production, processing, distribution, consumption) in Qatar. In addition to drivers, the food-related trends were also shaped by numerous environmental (e.g., land/water scarcity), economic, health, and trade challenges. To ensure long-term food and nutrition security for its population, Qatar implemented various policies and strategies (e.g., National Food Security Strategy 2018–2023). In this context, agri-food markets, as functional links between production and consumption, can foster transition towards sustainable food consumption and production patterns in Qatar.

Food waste (FW) is a critical challenge in the Gulf Cooperation Council (GCC). This paper analyzes research dealing with food waste in the GCC countries (viz. Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, United Arab Emirates). It draws upon a systematic review performed on Scopus in January 2020. The paper covers both bibliometrics (e.g., authors, affiliations, journals) and research topics (e.g., causes, food supply chain stages, extent and quantity, food security, economic impacts, environmental implications, management strategies). A main finding of the review is the scarcity of data on FW in the GCC in general and in Kuwait, Oman, and Bahrain in particular. Most of the selected articles address FW reuse and recycling (e.g., waste-to-energy conversion, compost production). Indeed, other FW management strategies, such as reduction/prevention and redistribution, are overlooked. The systematic review highlights that further research on FW in the GCC is highly needed with a focus on the identified research gaps such as causes and drivers, trends, magnitude and extent, environmental and economic impacts, along with implications of food wastage in terms of food security. Since food wastage is a common issue for all GCC countries, these research gaps should be addressed in a shared regional research agenda.

Purpose The purpose of this paper is to analyze the characteristics and dynamics of the entrepreneurship ecosystem in the ICT sector in Qatar. Design/methodology/approach The methodology of this research is based on a literature review and information collected through semistructured interviews with the different stakeholders involved in the entrepreneurship ecosystem in the ICT sector in Qatar. Findings The results show that two opposite forces shape the entrepreneurship ecosystem in the ICT sector in Qatar. On one hand, the strong determination and intervention of the Qatari government to diversify the economy by creating a vibrant ecosystem in the ICT sector. On the other hand, entrepreneurs in this sector are still facing some barriers and difficulties, and those issues are tightly related to Qatar's economic characteristics as a rentier state whose economy is driven by hydrocarbon resources. Originality/value These findings contribute to the clarification and critical analysis of the current dynamics of the entrepreneurship ecosystem in the ICT sector in Qatar, which would have several policy implications.

Purpose The purpose of this paper is to analyze the factors that make Beirut a fashion hub by studying the characteristics of creativity and the role of the different stakeholders in setting an environment that encourages creativity in Beirut. Design/methodology/approach The methodology of this research is based on a literature review and information collected through semi-structured interviews with the different stakeholders of the sector. Findings The research reveals three results. First, this dynamic fashion design in Beirut is explained by the international success of some Lebanese fashion designers. Second, as there is an absence of any form of governmental intervention, the development of the sector is totally based on private business initiatives. Third, the research demonstrates the importance of the local culture, knowledge exchanges and lifestyle in shaping creativity and designers’ careers in Beirut. Originality/value These findings contribute to the clarification and critical analysis of the current state of fashion design in Beirut, which would have several policy implications.

Food insecurity concerns are as old as humanity. Food security exists when all population, at all times, has access to sufficient, safe and nutritious food. It is built on four pillars, namely food availability, food access, food utilisation, and stability. While it is widely admitted that food security increases with economic development, also rich countries in the Near East and North Africa (NENA) region, such as the Gulf Cooperation Council (GCC) countries, face specific challenges. Therefore, this review paper analyses the state, determinants and perspectives of food security in GCC region. Historically, food security was not an issue for the GCC states. In fact, GCC states are capital rich and have no foreign exchange limitation for food import. Consequently, due to their robust fiscal position resulting in high buying power, these countries, have been less vulnerable to price risk than other food importers; and able to bridge the shortfall in domestic production. As a result, in 2018, the six GCC members have been ranked as the most food secure in the Arab world and among the most food secure countries in the world. However, in the wake of the 2007–2008 global food crisis, food security became an ongoing challenge. The crisis exposed the high dependence of GCC countries on imports, limits of import-based food policies and the need to increase the local production. However, agriculture is limited by several natural conditions, such as scarce water resources and poor soils, and aquifers have been heavily exploited above the average natural recharge. Further, potentially, more critical to GCC food security is availability risk, which arises when an import-dependent country is not able to obtain food, even if it has sufficient funds to purchase it. The paper makes the case for promoting a productive and sustainable agriculture, with high resources use efficiency, to increase food security in the GCC.

Wine routes are increasing in different wine regions of the Old World and the New World. In Quebec, the wine sector is young, but there is a great development of wine routes. This is mainly explained by the nature of the distribution of wine in Quebec, where the sale of alcoholic beverages is controlled by a state monopoly: the SAQ. Faced with the difficulties of entry into the SAQ, on-site sales are the main outlet for the Quebec wine makers, especially for smaller wineries. This environment is conducive to the development of wine routes. Wine routes in Quebec are important for the marketing of wine. At the same time, they participate in the construction of wine territories, acting as regional networks and regional development engines. Thus, the main hypothesis of this article postulates that the wine route is a mechanism that can lead to the creation of wine-growing areas, creating relationships between winemakers or strengthening existing relationships. The wine route helps stakeholders to transform geographic proximity into relational proximity. The objective of this article is first to present the characteristics of wine routes in Quebec and then to analyze their roles in the establishment of regional networks and the development of territories.

Today, agriculture and agri-food are at the heart of the changes affecting contemporary economies with the tension between globalization and return to the territories. Consequently the food industry provides a good illustration of the opposition and the coexistence of two current models of development, with intensive agriculture on the one hand, and the production of quality and specificity based on the labels of origin on the other. In North America and Quebec, the interest for geographical indications is recent. Also, in recent years there has been in Quebec a growing interest in food products focusing on differentiation through quality. In 2009 the Québec Winegrowers Association (QWA) set up the certification ‘Québec Certified Wines’ to structure the wine sector. In 2013, the same association has begun a process of recognition of a protected geographical indication (PGI) for Quebec's ice wine. Thus, the aim of this paper is to analyze the relationship between the development of these labels and the territory, in particular through the concept of terroir and the stakeholders’ collective action.

However, this sector is still at the startup stage and faces several climatic and economic challenges, which limit its development and competitiveness. This context leads to multiple innovations. These innovations affect the technical and technological dimensions (choice of grape varieties, culture and winemaking process improvement), but also organizational and institutional dimensions (new modes of coordination of stakeholders, new rules and standards, new distribution channels, etc.). We studied the different types of innovation that structure the sector, but also, on the basis of the evolutionary theory of innovation, we show the role of sectorial and territorial stakeholders in these processes.

Plusieurs travaux de recherche en sciences sociales ont montré que l’innovation comprend une dimension territoriale qui détermine la dynamique du processus ; les entreprises peuvent ainsi être plus ou moins innovantes selon les caractéristiques du territoire où elles se trouvent. Le rôle des organismes intermédiaires a été aussi mis en évidence. Dans ce texte, nous nous intéressons à trois secteurs, soit les technologies de l’information et des communications (TIC), l’aéronautique et le vêtement, et nous déterminons les relations entre les organismes intermédiaires et les intrants nécessaires au processus d’innovation. En nous appuyant sur l’approche des systèmes d’innovation, nous avons identifié plusieurs acteurs qui assument des fonctions d’intermédiation dans le processus d’innovation et qui ont été ciblés pour les études de cas. Notre recherche utilise une méthodologie mixte à savoir qualitative et quantitative. Nous concluons que les organisations intermédiaires réalisent différentes fonctions d’intermédiation, contribuant principalement à la base de connaissance des entreprises.

This article analyzes the mechanisms through which metropolitan governance is established in Montreal's aeronautics sector, one of the most important and innovative industries in the region. The article also examines the role of lead firms, socio‐economic actors, and public agencies from a territorial point of view. It is established that on the one hand the existence of a small number of prime producers at the local level facilitates productive linkages among businesses through subcontracting, and on the other hand, the intensive participation of intermediate socio‐economic agencies and organizations ensures a metropolitan anchoring of the sector and creates a strong territorial identity among the players. La construction de nœuds locaux dans un secteur global : le réseautage local dans l’industrie aéronautique à Montréal Cet article analyse les mécanismes par lesquels se met en place une gouvernance métropolitaine dans le secteur de l’aéronautique à Montréal, lequel fait partie des industries les plus importantes et les plus innovatrices de cette ville. À partir d’une approche territoriale, l’article analyse le rôle des donneurs d’ordre, des acteurs socioéconomiques et des instances publiques. On constate que la présence d’un nombre limité de donneurs d’ordre facilite le maillage productif entre les entreprises, mais aussi que la forte participation d’organismes intermédiaires de nature socioéconomique assure un ancrage métropolitain à ce secteur et crée chez les différents acteurs une identité territoriale forte.

Cet article décrit les conditions de développement de quatre grappes industrielles et les mécanismes d’insertion de ces dernières dans l’économie régionale. Les cas à l’étude sont les grappes de l’aérospatiale et du vêtement à Montréal, ainsi que de l’agroalimentaire et des sciences et technologies maritimes dans la région du Bas‐Saint‐Laurent. Les grappes industrielles sont généralement définies comme des arrangements d’entreprises, d’acteurs gouvernementaux, d’instances publiques locales et d’organisations intermédiaires concentrés sur un territoire local. Or, l’étude montre que la structuration d’une grappe met en œuvre des acteurs et des processus fonctionnant à plusieurs échelles, du local jusqu’au global. Elle montre aussi l’importance d’un leadership sectoriel reconnu par les divers acteurs. Public intervention in the development of industrial clusters in the province of Quebec This article describes the conditions for the development of four industrial clusters and the mechanisms of their integration in the regional economy. The case studies are the aerospace and apparel clusters in Montreal, and the agri‐food and marine science and technology clusters in the Lower St. Lawrence region. Clusters are defined as arrangements of businesses, government actors, public authorities, and local intermediary organizations in a local area. However, the study shows that clusters are based on actors and processes operating at different scales, from the local to the global. It also shows the importance of the sectoral leadership acknowledged by the different stakeholders.
