Pension provision is a priority of the state socio-economic policy. Recently, the economic development of most countries and the need for pension reform have been at the center of scientific and public discussions. The economic nature of pension provision lies in the fact that it reflects the need for financial support for citizens upon their disability, taking into account age and contribution to the pension system of the country. At the moment, the issues of pension provision mentioned by the President of the country in the Strategy – 2050 and in the Concept of modernization of the pension system are relevant. In this article, a review of the literature on the issues under study is conducted, examples of pension systems of developed countries of the world are considered, according to the global rating by criteria. The performance indicators of the pension system of the Republic of Kazakhstan are presented and the peculiarities of domestic pension provision are reflected: the profitability of pension assets is analyzed taking into account inflation, the replacement coefficient is considered as the main factor of the efficiency of the pension system in comparison with foreign countries. Recommendations are proposed for the modernization of the domestic pension system, taking into account the current trend of accelerated aging of the population, in order to reduce the burden on the budget and increase the amount of pension payments. За последнее время экономическое развитие большинства стран и необходимость пенсионной реформы находились в центре научных и общественных дискуссий. Экономическая природа пенсионного обеспечения заключается в том, что оно отражает необходимость финансового обеспечения граждан по утрате ими трудоспособности, с учетом возраста и вклада в пенсионную систему страны. На данный момент актуальны вопросы пенсионного обеспечения, упомянутые президентом страны в Стратегии – 2050 и в Концепции модернизации пенсионной системы. В данной статье проведен обзор литературы по исследуемым вопросам, рассмотрены примеры пенсионных систем развитых стран мира, согласно глобального рейтинга по критериям. Приведены показатели эффективности пенсионной системы Республики Казахстан и отражены особенности отечественного пенсионного обеспечения: проанализирована доходность пенсионных активов с учетом инфляции, рассмотрен коэффициент замещения как основной фактор эффективности функционирования пенсионной системы в сравнении с зарубежными странами. Предложены рекомендации по модернизации отечественной системы пенсионного обеспечения, с учетом сложившейся тенденции ускоренного старения населения, с целью снижения нагрузки на бюджет и повышения размера пенсионных выплат. The purpose of this work is to study the impact of demographic and socio-economic factors affecting the level of poverty in the regions of Kazakhstan. The research examined the regions of Atyrau, Turkestan, Mangystau, and Akmola regions, where the poverty rate is higher than the average for Kazakhstan. The main factors influencing poverty are divided into four groups: economic, demographic, social and geographical. The current study focuses on the analysis of the general dynamics of poverty in the Republic of Kazakhstan. Accordingly, the study aims to examine the impact of three factors (economic, demographic and social) on absolute poverty. The period under review included ten years, 2011-2021. Five hypotheses were put forward. The SPSS program was used for data analysis, and a correlation-regression analysis was carried out. The results of the study showed that average monthly salary, gross regional product, living wage, number of students at higher educational institutions, number of people who receive state pension payments, number of people who receive assigned state social payments have a significant influence on the poverty rate in Turkestan region. Poverty eradication is one of the biggest and most important tasks of society. This is the main mission of the World Bank and the primary goal in the field of sustainable development, which reflects the agreement of 193 countries on key socio-economic priorities. The results of the study can be used both at the state and local levels to develop programs and strategies to combat poverty in the regions of Kazakhstan.

The article analyzes the current state of the civil service in the Republic of Kazakhstan within the context of ongoing reforms and modernization of public administration. Key aspects of the system's transformation are examined, including the introduction of new value-based guidelines. Special attention is given to human resource management, enhancing the competence and professionalism of civil servants, as well as improving the quality of services provided. The study analyzes indicators from the international ranking, The Worldwide Governance Indicators, which assess the effectiveness of public administration, the quality of legislation, and corruption control. Achievements and challenges in the development of the civil service are identified, including a shortage of qualified personnel, low employee motivation, and high staff turnover. The authors emphasize the importance of adopting international best practices and highlight the need to transition to flexible management models focused on innovation and meeting societal needs. The article explores prospects for further development of the civil service based on the values of public service, increased accountability, and improved working conditions for employees. The research findings can be useful for public administration specialists, researchers, and practitioners involved in the reform and modernization of the civil service. The materials also hold value for developing personnel management strategies in the public sector.

В статье исследуются теоретические и практические аспекты интеграции бюджетирования и стратегического планирования в системе управления организацией в условиях нестабильной и высококонкурентной рыночной среды. Обоснована трансформация бюджетирования из инструмента финансового контроля в ключевой механизм стратегического управления, обеспечивающий согласование долгосрочных целей организации с текущей операционной деятельностью. На основе анализа отечественных и зарубежных научных подходов выявлены основные функции бюджетирования в процессе реализации стратегии, его влияние на стратегическую гибкость, адаптацию и эффективность управленческих решений. В эмпирической части статьи проведен сравнительный анализ практики бюджетирования в США, Японии и Казахстане, а также исследованы особенности применения различных методов бюджетирования на казахстанских предприятиях с использованием данных консалтинговых компаний и отраслевых обзоров. Установлено, что в казахстанской практике преобладают традиционные формы бюджетирования, что сдерживает стратегическое развитие организаций и снижает их адаптивность к изменениям внешней среды. По результатам исследования сформулированы рекомендации по совершенствованию системы бюджетирования, направленные на повышение её стратегической ориентации, расширение использования гибких и процессно-ориентированных подходов и усиление взаимосвязи бюджетных показателей с долгосрочными целями развития организаций. Практическая значимость исследования заключается в возможности использования полученных выводов и рекомендаций при разработке программ развития организаций и совершенствовании корпоративных систем управления.
