The paper deals with the issue of responsible and sustainable tourism starting from a series of Italian (and only partially French) cases of ecomuseums of pastoralism and transhumance as potential drivers for development and territorial regeneration, as well as for the promotion of experiential tourism with low environmental impact, capable of triggering participatory processes of inclusion and social innovation. Through the analysis of two Italian regions (Piedmont and Molise) and three cases (Ecomuseum of Pastoralism in Pontebernardo, Cuneo; Ecomuseum Itinerari Frentani, Larino; and the ongoing program of the Institutional Contract of Development in Campodipietra, Molise) the authors propose an interpretative model based on three main issues: the awareness, agenda, and action of a responsustainable tourism concept and on the three different subjects of local actors, tourists and policy-makers, obtaining as the main result the pre-eminence of intangible actions for development over environmental recovery and conservation activities.

Rural tourism has commonly been identified as one of the main areas of application of the principles of sustainable tourism, but the literature has typically focused solely on the ecological dimension, particularly when referring to agritourism. This study presents a new approach to assessing the “eco-effectiveness” of the evolutionary dynamics of agritourism, as applied in a study of NUTS-2 regions in two European countries (Spain and Italy) that have implemented similar rural development strategies. To this end, a synthetic sustainability index was developed using the Index Decomposition Analysis (IDA) technique. The last period of the European Agricultural Fund for Rural Development (EAFRD) 2007–2013 was chosen for the study in order to analyze the outcomes of a programming cycle focusing on the diversification of agriculture through tourism. The results show that the sustainability of agritourism growth is not homogeneous and has specific features in different regions of the same country. In some cases, there were more similarities with regions from other countries. This tool could help evaluate the impact of agritourism and facilitate comparisons between different regions, in this way supporting the process of transition from a linear to a circular economy.

This paper analyses two case studies ascribable to neo-endogenous paradigm for rural development experimented by two small municipalities in Northern (Varese Ligure) and Central-southern (Castel del Giudice) Italian Apennines. By means of different approaches, the two towns have been able to provide local development through organic farming that in turn have boosted economic diversification or new forms of territorial aggregation. They have drawn the attention to the neighbouring communities and have stimulated emulation processes. Through a multivariate analysis this study therefore gets to a distinct partition of the two regional territories (NUTS2), where the cases belong, identifying the municipalities that show greater affinity to the cases in question, in order to offer to policy makers useful elements either for encouraging the replication of best practices or including them in future planning strategies. However, while the cluster that includes Varese Ligure (in Northern Italy) appears more clearly influenced by environmental values and a certain demographic resilience, the one to which Castel del Giudice belongs (in the Center-South) is more influenced by the aging of the population and by a greater structural dependency. Both clusters, however, could find a common way of development centred on the economic potential offered by organic farming due to the affinity shown by the proposed case studies.

The mainstreaming of LEADER in the 2007–2013 programming period opened up the possibility of integrating participative, bottom-up approaches into the range of rural development programmes applied in EU member states. This study of Spain and Italy reveals that in the end this did not happen and in some cases was deliberately avoided. The measures to be applied within regional programming were homogenized through European guidelines and National Strategic Plans, based on the paradigm of modernization and of linear growth rather than on more innovative approaches based on multi-functionality and the circular economy. Significant similarities were detected between the two countries in terms of the widespread use of structural measures while those relating to technical support and training were neglected. We also observed greater diversity between the Italian regions in terms of the measures implemented than in Spain where a more uniform approach was adopted.

Neo-endogenous approaches to local development in rural areas are today a question of important debate. In the implementation of rural development, it is very unlikely to find genuinely and exclusively endogenous policies. It is therefore advisable to set aside the overly simplistic distinction between exogenous and endogenous, and explore the outcomes of a hybrid version of these approaches, such as neo-endogenous development. This approach involves the active participation of local stakeholders, a process which, according to the literature, can be achieved via “social innovation”. Using in-depth interviews with stakeholders, the dynamics, actors and processes involved in social innovation are explored in two significant cases in Italy (Castel del Giudice) and Spain (Huéscar). These are remote, marginal municipalities with serious economic and social problems that have embarked on interesting paths towards development by harnessing both local territorial capital and external support.

The paper deals with the role of ICT and the related infrastructures to induce innovations for sustainable rural development. In particular, it focuses on the innovations induced by ICT in farms and in new rural firms, and on how digital infrastructures support and generate social innovation mechanisms, leading to the consolidation of entrepreneurship and dissemination of ICT-based innovation in rural areas. The hypothesis is that the presence of digital infrastructures generates a double effect: overcoming the concept of geographical proximity (relevant for remote rural areas) and promoting social innovation. In particular, this paper examines the role of social innovation to create a new demand for products, services and organisational models for farms and rural enterprises, promoting further innovation. To target the objectives, the work analyses three case studies of new business models (BMs) based on ICT innovation. The analysis focuses on the most important interactions, learning and organisational processes within the new enterprises and among the new farms/enterprises and the other economic and institutional actors, and on how they were shaped and changed by the use of ICT, relating them to a conceptual model. These three cases, although pioneering, are important since they give an original response to some of the main problems and needs of remote and inner rural areas, as for the access to high value segment of food market, the information deliveries about attractiveness of landscape and countryside for foreigners, investors and tourists and the creation of new stable relation with consumers/citizens in the urban areas. The three cases have been analysed with the aim to identify how the ICT, and the related innovations, create an interconnection between four characteristic elements of the BMs (value creation, supply chain, customer interfaces, financial model) and the restructuring of proximity dimensions (cognitive, institutional, social, geographical, organizational). The work shows how these three cases have several communalities, but also different aspects with respect to our objective of analysis: there are different ways in which the four characteristic elements of the BM are constructed and also different in the role that the different dimensions of proximity play in structuring the innovation process in each one of them. More generally, the results of the work also lead to consider a new role for public investments in ICT infrastructures: public administrations should intervene in order to create a coherence within projects of public and private initiatives.

In the Leader approach, innovation plays a key role in European territories, especially in marginal and peripheral ones, being essentially assumed, from a programmatic point of view, as social innovation. This paper aims to understand the interpretation and the declination of innovation in the practice of Leader initiative at local scale and analyze contextual factors related to its implementation in two southern provinces of Spain and Italy (Granada and Lecce). The study aims to analyze the projects reported as innovative by the leaders of the Local Action Groups, starting from the literature and using a key Community document entitled “Extended report on preserving the innovative character of LEADER”. Lastly, the study reveals common significant problems linked to local awareness of the role of social innovation, as well as the absence or limitations of key institutions.

The greater market orientation of European dairy production, caused by the end of quota regime, is likely to have consequences on less favoured areas, where breeding of dairy cattle plays both a crucial socio-economic and environmental role. Within this new framework, endogenous factors determining spatial reorganisation of the sector are becoming of increasing relevance. Based on these considerations, this study analyses the impact of the three broader classes of location determinants suggested by economic theory - factor endowment, market potential, and spatial agglomeration externalities - on the spatial pattern of milk production in Molise, a rural region in the south of Italy. Milk production is measured in term of dairy cows per hectare. The truncated distribution of this variable and its high degree of spatial autocorrelation prompted us to apply a Spatial Autoregressive Tobit model. Estimation results reveal that all three categories have a positive effect on the location of milk production, even if the influence of factor endowment (intended as forage area), and market potential (measured in term of proximity of dairy companies) is quite limited. On the contrary, the impact of spatial externalities (related variety) on the regional localisation of milk production is strongly significant. These results cast some doubts on the current measures of intervention and might suggest a new policy framework both at firm and spatial level

Los argumentos en favor del turismo rural (rentabilidad, empleo, medio ambiente, etc.) hacen que el mismo se considere, sobre todo en las regiones más marginadas, uno de los principales asset estratégicos para el desarrollo local. No cabe duda alguna de que el turismo rural, especialmente el farm tourism, puede ayudar a perpetuar externalidades que flanquean la actividad agrícola (paisaje, biodiversidad, tradición, etc.), sobre todo cuando se trata de una forma de diversificación o reposicionamento del marco agrícola, en consonancia con el modelo multifuncional y postproductivista propuesto en las últimas políticas de la UE.Se registran, sin embargo, posiciones más conservadoras basadas en la evidencia, igual de fiable, que detecta elementos críticos relacionados con la sostenibilidad de la evolución alcista del número de turistas. Con este fin, el artículo muestra una comparación de la dinámica de las presencias registradas por el farm tourism en siete regiones del sur de Italia (entre 2001 y 2013) para evaluar, a través de la aplicación del Index Decomposition Analysis (IDA), algunas implicaciones de las reflexiones críticas relacionadas con la sostenibilidad del incremento del turismo rural.

Soil is a vital resource for sustaining life of the Earth. This resource has a low ability for regeneration, while it is subjected to increasing human pressure; it is therefore, in need of protection, as recognized by the UE in Europe and by the FAO at world scale. Soil provides important functions related to: the agriculture as vegetable biomass production and row materials of the Agro-Food processing; the water regulation and hydrogeologic protection, the regulation of the biochemical cycles of the fundamental elements for life: nitrogen, phosphorus and sulphur; the degradation of the xenobiotics polluting substance; the preservation of the biodiversity; the preservation of cultural artifact: the climatic regulation, relating to the function of carbonic sink provided by the soil organic matter and biomass. The UE has call attention that the soil threats like: erosion, organic matter decline, local and widespread contamination, sealing, compaction, biodiversity decline, salinization and landslides are closely linked to agriculture (Soil Thematic Strategy of the UE). According to FAO assessment the percentage of soil degraded in the world was about 15% in 2001 and is increased up to 27% in 2008. The 78% of the degraded soil are located in the humid regions and concern in equal measure both forest that cultivated land. Such tendency points out that the agricultural and forest productions in long time will be strongly influenced by the soil degradation there it will be a decrease also if the same surface of agricultural land. In cultivated land one of the principal cause of the productivity decline is the excessive dependence of the farmer on the productive factors employees in to increase the production level (inputs), with the result to damage the soil in the long time, therefore, all ecosystems dependent on soil. Different soil quality indexes have been proposed and elaborated in to attempt to evaluate the sustainability of land use activities as part of national and international programmes on sustainable soil management. Actually, Rural Policy, in particular the agri-environment measures, offers member states or regions new opportunities for encouraging farmers to achieve soil quality in to decrease soil degradation. Although, Common Agricultural Policy (CAP), to date, soil protection is not a specific objective, nor does a targeted policy framework for soils seem exist
