The chapter presents the evolution of potential ESG risks in the healthcare sector related to striving to provide the best care for patients. Based on the literature and selected examples, the analysis of this problem will indicate potential risks of the main factors and tools that can help manage this risk in the healthcare sector. There is a research gap in the literature; there is a lack of detailed discussion and research allowing to establish the relationship between ESG factors and finances. Particular emphasis is placed on social pillar, which in the authors' opinion is critical to the functioning of the healthcare sector, especially from the face of COVID-19. The authors proposed a map to identify potential risk and possible scenarios of action in the long term. The main assumption of the study is that the implementation of ESG potential risk management leads in the long run to sustainable development in the healthcare sector.

From an economic viewpoint, tourism is heralded as bringing income to local communities. From an ecological standpoint, tourism poses a threat to environments. Sustainable tourism should leave a minimum negative impact on the places visited and preferably have rather positive impact on society. The digitization of the tourism economy is conducive to increasing the efficiency of enterprises operations, but also have positive impact on consumers. The objectives of the study are: to seek an answer to the question whether there is a relationship between the development of the tourism industry and GDP growth. Based on it there are two specific questions: What is a relationship between the level of development of digitization (e-commerce) and the development of the tourism industry and what is a relationship between the development of the tourism industry and sustainability factors? The originality of our research results among others results from three groups of variables use in the analysis (ICT group, SDG group and E&T group). Our research explores the factors affecting the tourism industry and relations of the digitization of tourism economy, sustainability and economy growth.

Research background: The paper refers to the social and economic potential of regions and their level of development. The crucial issue is not only how to measure the level of development but also their potential and what are the ways of defining this. Purpose: The principal aim of this paper is an analysis and evaluation of the social and economic potential of poviats of the West Pomeranian Province through the prism of their level of development. Research methodology: The measurements of the level of development were carried out using a synthetic measure of development. The level of poviats development was examined in aggregate for all specified factors and broken down into economic, socio-demographic, infrastructure and environmental protection factors. Data selection was made by using a factor analysis. As part of the study, a statistical analysis of potential factors was also carried out. The analysis refers to the following selected periods: 2008, 2014 and 2018 which allowed for an observation of phenomena over time in the investigated period. The research used the Central Statistical Office’s annual statistics for the specific districts. Results: The research results confirm the complexity of the study of the phenomenon of the level of socioeconomic development of LGUs, the large diversity of surveyed units regardless of the study period and their low level of development. Novelty: The novelty is that the analysis was conducted in stages, which allowed learning about the potential’s nature on the one hand and the factors forming it on the other. A material element of the research was also identifying possible directions for the use of the findings.

The EU has become a promoter of the idea of sustainable development and a defender of the global climate, which in many sectors results in ever higher and more ambitious ecological and efficiency requirements. State wants to protect the environment use various intervention instruments, including environmental taxes: “green taxes.” In addition to the fiscal function, they are to stimulate various types of entities to undertake specific actions conducive to reducing pressure on the environment. The aim of the considerations (discussion) is to present changes in the approach to the use of “green taxes,” as an important instrument of the public sector environmental policy in the impact on reducing pollution on the environment conducive to sustainable development. The research aims to verify the hypothesis and assumes the impact of environmental taxes on the public system of financing expenditure on environmental protection. The authors will also look for an answer to the question whether the policy of “green taxes” can contribute to the sustainable public financial system.

Experiments in the public sector are not widely used. However, as the practice shows, they are used to determine the expected utility of the proposed solutions or implemented changes, and the dominant method is pilotage. The study presents the theoretical approach to the experiment using pilotage, so as to show that the experiment gives the opportunity to indicate a “better” solution and provide justification for such a selection. In the chapter, the authors analysed the adopted assumptions of selected pilot implementations in the PSUs, the aim of which was to test and evaluate the solution to be used in practice as an expression of public participation. The analysis indicated that the visible use of piloting in the behaviour modelling of individuals included in the society is a good tool to maximise the usefulness of public tasks designed by LGUs.

A literature review showed that finance is a driver of sustainability. However, to achieve sustainability through finance, it is necessary to rebuild and adapt the financial system to the specifics of sustainable development. Modern financial systems can be described as one-dimensional, focusing on ensuring the economic security of transactions. Meanwhile, the growing role of risk related to non-financial factors means that the factors referred to as ESG (environmental, social, governance) become the main source threatening the stability of financial systems. Adaptation activities toward the design of so-called three-dimensional financial systems rely on incorporating ESG risk into the financial decisions of the financial institutions that make up the financial system. This is found, among other factors, in the risk assessment methodology. The general goal of the paper is to investigate which ESG criteria are incorporated into the decision-making process of financial institutions and to verify the level of sustainability of financial systems in selected OECD (Organization for Economic Cooperation and Development) countries. The main research hypothesis assumes that incorporating ESG factors into the decision-making process of financial institutions makes financial systems more sustainable. A two-stage research procedure was used to achieve the research goal. In the first stage, to determine the ESG factors that affect the level of sustainability of financial systems and identify dependencies between ESG factors incorporated by financial institutions into the decision-making process, a fuzzy cognitive map (FCM) was used. The collective map elaborating on the basis of the opinions of experts participating in the study was built using the software FCMapper_bugfix_27.1.2016. In the second stage, based on multiple-criteria decision analysis (MCDA) using the PROMETHEE method (Preference Ranking Organization Method of Enrichment Evaluation), 23 OECD countries that respect the Equator Principles were ranked according to seven groups of criteria defined for financial system assessment (financial depth, development, vulnerability, soundness, fragility, stability, and sustainability), based on a literature review. The ranking confirmed the strong position of Scandinavian countries for assuring best sustainability practices in financial institutions and in the economy. The added value of this paper can be considered at two levels: theoretical and empirical. From the theoretical point of view, it should be noted that it is the first of this kind of analysis which prioritizes ESG factors in financial decisions and ranks financial systems according to fulfilling sustainability criteria. The original empirical approach based on the two-stage research procedure provided analysis of 62 factors, of which 21 represented the environmental scope, 25 the social scope, and 16 the governance scope, which is the main advantage of the empirical study presented in the paper.

Małe i średnie przedsiębiorstwa (MŚP), tak jak pozostałe podmioty sfery realnej, aby funkcjonować i rozwijać się, muszą podejmować decyzje związane z wyborem odpowiedniego źródła finansowania, uwzględniając jego dostępność oraz warunki pozyskania. W artykule wskazano na kierunkowe badania dotyczące wpływu środków UE na gospodarkę. W badaniach posłużono się następującymi metodami: podstawowe metody analizy szeregów czasowych oraz metody indeksowe służące do analizy szeregów, służące do określania przyrostu obserwowanego zjawiska w badanym okresie w porównaniu z okresem bazowych (dynamika zmienności). Dokonano analizy alokacji środków UE celem ustalenia, czy mają one istotny wpływ na zmiany wartości akcji kredytowej banków w odniesieniu do sektora MŚP? oraz ustalono, czy wystąpiły zmiany w jakości portfela kredytowego podmiotów z sektora MŚP? Przeprowadzone analizy miały za cel przybliżenie odpowiedzi na pytanie, czy środki UE mają wpływ na wielkość akcji kredytowej banków dedykowanej MŚP.

Każdego roku odnotowywanych jest coraz więcej katastrof naturalnych, a ich skutki są odczuwane przez coraz więcej podmiotów gospodarczych. W artykule wskazano na teoretyczne podstawy finansowania likwidacji skutków katastrof naturalnych. Przeanalizowano poziom wydatków na likwidację skutków katastrof naturalnych w powiatach przygranicznych i wskazano na zróżnicowanie badanych powiatów i województw między sobą zakresie wielkości wydatków ponoszonych na likwidację skutków klęsk naturalnych.

The purpose of the article is analysis of participatory budgets as a tool for shaping decisions of local communities on the use of public funds. The authors ask the question of whether the current practice of using the participatory budget is actually a growing trend in local government finances or, after the initial euphoria resulting from participation, society ceased to notice the real possibilities of influencing the directions of public expenditures as an opportunity to legislate public policies implemented. It is expected that the conducted research will allow us to evaluate the participatory budget and indicate whether this tool practically acts as a stimulus for changes in the scope of tasks under public policies. The authors analyzed and evaluated the announced competitions for projects as part of the procedure for elaborating participatory budgeting for selected LGUs. Then, they carried out an in-depth analysis of the data used to assess real social participation in the process of establishing social policies.

Particular importance in the public sector takes on framing theory, indicating that ‘the way in which the problem is shown to the decision-makers will have an impact on its performance’. The purpose of this study is to present the application of behavioural methods (the framing theory in particular) in shaping local communities’ public funding decisions with the use of participatory budgeting. The following problems are discussed in the chapter: (1) Theoretical assumptions of the application of behavioural theories in shaping the decisions of local communities; (2) The participatory budget theory as the subject of behavioural economics influence (theoretical approach); (3) A practical example of using a behavioural approach in public policies of local communities—an example of the City of Szczecin and the Police commune. To realise the purpose, the authors have analysed of competitions announced as part of the procedure of preparing the budget of the local government unit for the selection of projects covered by the participatory budget, projects submitted to participatory budgets in the form of civic projects, types of behaviour of local communities as part of the adopted procedure for selecting projects for inclusion in the participatory budget.

The striving for sustainable development has become the goal of actions undertaken not only by representatives of public authorities and institutions representing this sector, but also representatives of private entities who are increasingly recognizing the benefits and sources of long-term development based on the principles and objectives of sustainable development. These are mainly based on the pursuit of synergy in the three basic areas of activities, i.e., in the economic, social, and environmental dimensions as well as in the maintenance of natural resources. The implementation of these activities is connected with the necessity of incurring financial expenditures, which the government (public sector) does not have in the required value. Therefore, in the process of sustainable development for which the government is responsible, the active participation of the financial sector (banks) is necessary. Achieving results within the alliance of the concept of sustainable development requires the setting of a kind of contract, the parties of which are the government, society, and financial institutions. The purpose of the conducted research is to indicate by which means the government can stimulate economic growth towards its sustainable development.

The principle of transparency not only is changing but its importance is increasing. International organizations, including the OECD, are seeking to develop harmonized standards of transparency in public administration. This fact is of particular importance in the search for common solutions for the OECD countries in the implementation of transparency standards, but also this organisation has sought adequate methods for measuring implementation of these standards. The main purpose of the study is to analyze the level of spatial homogeneity in the area of application of the standards of “integrity” of the OECD, which are an expression of the principle of transparency in the member states of this organization, on the European continent. In the study vector calculus was used.

Autorzy przedstawili istotę władztwa podatkowego i samodzielności dochodowej. Dokonano oceny prawnej władztwa podatkowego samorządu województwa oraz wskazano źródła dochodów samorządu województwa. Celem rozważań było wskazanie na pozycję w strukturze dochodów własnych dochodów podatkowych. W oparciu o przeprowadzone badania wykazano brak władztwa podatkowego w stanowieniu dochodów własnych województw oraz określono stopień korelacji poszczególnych dochodów własnych stanowiących dochody własne.
