The current stage of world energy development is characterized by the creation of powerful, territorially unified energy systems under free market conditions as well as renewable energy integration. Such transactions challenge networks’ configurations and their operating modes. Electric power system (EPS) static stability could be considered one of the primary targets in this regard. The aim of this study was to evaluate the undergoing and expected modernization of the Latvian EPS in terms of static stability in a regional scale-based case study. In order to define static stability, a method based on a bus admittance matrix was proposed. A simplified Latvian EPS model was developed and assessed for the following three modes: past (2017), current (2020), and planned (2025), taking into account the Baltic States’ planned development scenarios including large wind farm integration. The evaluation of computation results provided an opportunity to visually inspect changes in the EPS’ sensitive elements such as lines and nodes. As a result, positive changes were observed (decrease of several weak points) for the planned mode (2025) as compared to the past mode (2017) under the considered modernization scenario. The detailed analysis and results are presented in the article.

Urbanization is a worldwide historical process that is related to the deep transformation of the existing cities and settlements. This process is based on the development of the industry, transport, housing, construction, as well as the spread of the urban way of living. Among the negative factors of urbanization, the following ones can be outlined: an active increase in environmental pollution by means of industrial emissions and waste, the lag of technological and sanitary welfare, as well as engineering communications, utilities and services from the housing stock growth, increase in level of city noise. Apart from the ever-increasing pollution levels of air, water and soil, an increased sociability aspect common for the urban community takes place. On the one hand, this characteristic brings positive influence and facilitates into the formation of a more balanced and stable nervous system of a younger generation, an improved mental fitness and the support of a professional and constructive tone. On the other hand, however, when processing an increased amount of information, a nervous system of a person is not able to recreate the previous operating state, when the level of adaptability was higher. This causes for a new dynamic stereotype to be formed, which in certain cases can lead to a disruption that can be found in neurosis and neurotic states. Despite the constantly accelerating pace of life, observed among urban residents, however paradoxical, a presence of hypodynamy can be distinguished, which influences the formation of cardiovascular disease.The purpose of this publication is to develop a mathematical model of a new hybrid technology in the form of a modular autonomous house "Urbanrelax", which serves for the removal of an emotional overload and stress of urban residents. The aim, therefore, is to develop a system that would be supplied solely by renewable energy sources. Design of engineering communication and supply systems (including lighting, ventilation, light and music background, etc.) will be taken into account. As an outcome, a model of a complex system is planned based on the synergy of various science sectors such as energy, medicine, music, economy, etc., as well as smart grid technologies.

The intensive development of renewable energy, especially solar power and wind power plants, poses risks of disrupting the balance reliability of the grid. There is the need to develop electricity storage system area, first of all, due to the global tendency to increase the demand for electricity and the number of electricity generation from renewable sources. The issue of guaranteeing electricity supply to the consumer operating in the autonomous renewable source – energy storage device – consumer system is the main criterion when selecting the installed capacity of the generator on the basis of renewable sources and energy storage device capacity. Also, the application does not allow reducing voltage fluctuations in the renewable sources – the consumer system.

Currently, demand-side management (DSM) covers a whole range of technological and policy measures aimed at reducing electricity consumption connected with economic activities. Thus, the development of wind PV and other renewable energy technologies, combined with microgrid technology, offers the remote consumers and prosumers ample opportunities to stabilize long-term costs and increase local energy system security. Apart from that, DSM from microgrid based on renewable sources also has certain social benefits, such as protection of the environment and conservation of natural resources. Due to the advances in photovoltaic material research and solar panel price reduction over the last years, the usage of this alternative energy source in Baltic region countries seems more attractive. The usage of energy storage devices can help use the solar power more efficiently and smarter. This paper deals with the optimization of a proposed solar panel array of a renovated office building’s communal lighting in Riga, using storage devices and demand-side management of the produced power, looking into a way to calculate the needed storage capacity on the basis of potential PV system and existing power consumption for communal space lighting system. The proposed approach will become one of the first basic steps in applying DSM to help reduce the communal space’s illumination power consumption, in turn helping to reduce the needed PV generating power and energy storage.

Energy is one of the sectors directly affecting the economic growth and forming a significant part of overall expenses in several industry branches, especially in manufacturing. The development of the energy sector requires significant investments which can only be attracted in a stable and predictable investment environment. Therefore, Latvian energy sector is being planned in a long-term both globally and at the European Union (EU) level. During the last two decades, increase in electricity demand and environmental concern resulted in fast growth of power production from renewable sources, where wind energy is one of the most efficient alternatives. The second important moment is the Baltic power system's development strategy, with the breakdown of continental Europe from the energy circle of BRELL until 2025. The purpose of this paper is devoted to the evaluation sufficiency of the taken measures, taking into account the integration of a large wind farm in the Latvian Electric Power System (EPS) in terms of stability. The methodology proposed in the paper can be applied for the detection of network parameters that are most vulnerable to perturbations such as a voltage drop, as well as defining the relations of said parameters with the EPS parameters, and using this information for the consequent improvement of behavioral EPS properties in general. Thus, knowing the location of sensors, it is possible to determine and control the nodes that undergo the biggest fluctuations of operational parameters during the disturbances.

The process of globalization poses new challenges for the government in the field of education system regulation. The growing importance of the need for a qualitative assessment of the state of the educational process contributed to the development of one of the new scientific directions - the issue of quality management of higher education. Despite the fact that a lot of publications have appeared recently on improving the quality of education and the need to introduce its objective assessments, the discussion is mainly about assessing the individual achievements of students and about licensing, certification and accreditation of educational institutions, while the problem of assessing the quality of higher education is much deeper and more serious. The article is devoted to the problem of improving the quality of modern higher education in the context of the need for self-assessment, criteria for assessing quality are proposed.

The main negative factors of urbanization are both, environmental problems (pollution of the urban environment, increase of building density, decrease of the green area, etc.), and the destructive influence of the big city on human health (emotional discomfort and stress among inhabitants, mental overloads leading people to alienation from the urban environment, etc.). In the article a new hybrid technological model of modular autonomous house "urbanrelax" will be proposed, designed to reduce the negative effects of urbanization on the human psyche, while not causing additional harm to the ecology of the urban environment on the basis of synergy of technologies, ecology, music and psychology. Power supply system of the model for mobile modular non-commercial building up to 20 m 2 with elements of a smart system, using solar and wind power with no connections to external engineering will be suggested. Design of power technological system (including heating, ventilation, lighting, light and music background, etc.) will be taking into account. As an outcome, a model of complex system is planned based on synergy of various science sectors as energy, medicine, music and smart grid technologies.

This paper examines the potential benefits smart and quickly controllable load can provide for transmission network congestion management if end-users give the transmission network operator or an independent aggregator service access to disconnect their devices in case of contingencies. The necessary amount of available quickly controllable load for the fulfilment of N-1 criteria is found for the case study of the Latvian power system. Of particular interest is the possibility to increase the maximum available transfer capacity between the Latvian and Estonian bidding areas by removing the N-1 provision from the calculation of the cross-border trading capacity if it can be supplied by the controllable load instead. For this purpose, a steady-state power flow model of the 330 kV transmission network and its interconnections with neighboring countries is used for simulations.

Our work focuses on the problem of optimizing a cascade of three small hydro power plants. The optimization is based on deciding how much electricity to produce dependent on the day-ahead hourly electricity prices. The problem is reduced to controlling the water volumes in the cascade's reservoirs. We examine two approaches - linear programming based on Matlab's Simplex method (the Linprog function) and a Dynamic programming method. Linear programming is used for the limiting case when electricity prices exhibit daily cyclicality and Dynamic programming works for a finite time period. Two numerical examples are considered.

Within the last two decades, increase in electricity demand and environmental concern resulted in fast growth of power production from renewable sources. Wind power is one of the most efficient alternatives. Therefore, the issue on integration of a new renewable power plant into the existing electrical power system (EPS) is the topical terms of stability. The goal of this paper is to ensure approach for finding of EPS options, which are most weak to outer impacts, identify their relations with the EPS parameters, use this data for enhancement of power system behavioural properties. Thus, accessibility of data on the location of weak spot allows identify and control nodes, in which the biggest oscillations of operational parameters are observed due to perturbations in the network.

The purpose of this paper is to provide methods for detection of network parameters that are most vulnerable (voltage drop) to external impacts (sensors), determine their relationship with EPS parameters, try to use this information for improvement of EPS behavioural properties. Thus, availability of information on the location of sensors allows determining and controlling nodes, in which the biggest oscillations of operational parameters are observed due to disturbances in the system.

In most countries, electricity is bought and sold at regulated and non-regulated prices. Non-regulated prices are mainly set on the wholesale electricity market and can significantly increase during peak periods due to input of more expensive generation. Another problem, which leads to an increase in prices on the market, is to achieve the carrying capacity of certain sections that does not allow transferring the necessary amount of electricity in the deficit area. At that, overloaded network elements are more prone to emergency shutdown that is not allowable in the peak periods, because it can cause serious system failures. One of the problem solutions may be a load regulation, which, in its turn, may provide both long-term and short-term perspectives. Long-term perspective is aimed to improve energy efficiency carrying out the modernization and reconstruction of the main equipment or the construction of generation sources, etc. Short-term perspective is focused directly on demand management. This article discusses the possible scenarios of the impact of regulated load on the stability of the Latvian power system, based on the power system model circuit created in the software ETAP POWER STATION.

Stability of complex electrical power systems (EPS) is an important technical property, indicator of reliable and efficient operation of the EPS. The concept of stability can be divided into three types: the static, dynamic and resulting one. Static stability is the ability of the system to restore normal operation after minor perturbations, in its turn, dynamic and resulting stability is the ability of the system to restore normal operation after large disturbances. The most dangerous system condition is asynchronous operation, when the system loses resulting stability. This paper is devoted to the evaluation issues of static stability of operation mode on the example of the Latvian power system 330 kV. It is separately described the principle of operation of the elimination automatic device of asynchronous operation (AGNA, out of step protection), as a modern reliable means of emergency automation to preserve resulting stability.

Electric Power System (EPS) is continuously subjected to internal and external disturbances that cause changes in the operational parameters - the EPS response. Change in parameters depends on the type and magnitude of the disturbance, its application point (external factors), and the diagram and parameters of EPS elements (internal factors). The purpose of this paper is to provide methods for detection of network parameters that are most sensitive to external impacts, determine their relationship with EPS parameters, to use this information for improvement of EPS behavioural properties. The so-called weak points - nodes, links, sections, which are most "guilty" in the presence of sensors and the change in parameters of which is the most effective for removing excess sensitivity, are sought for this purpose. By doing so, the method that do not require statistical tests, busting of a huge number of options for scenarios. Singular Jacobian matrix and nodal conduction analyses are considered as these methods.

In the paper the application of Monte Carlo approach for random search algorithms to finding a pair of conjugated roots of a characteristic polynomial (ChP) is presented. The proposed technique is oriented only to ChPs with real coefficients. The search is produced on the basis of random numbers with uniform distribution in a rather narrow bounded region of the complex plane. Two search methods are considered here: 1) Indirect method to finding a pair of complex conjugate roots; 2) Direct method which results are coefficients of the trinomial divisor of the ChP. Then the conjugated roots can be easily found as roots of the trinomial divisor. If high precision is necessary then the best random hit is used as good initial estimate for further specification of better results by the iterative Newton's method for two equations with two unknowns (the Jacobian is a 2×2 matrix). The specified techniques can be very easily and simply realized in the environment of MS Excel or MATLAB functions at minimum computing resource. The both proposed here methods can be used in the educational process providing good visualization of the study area. Irrespective of the high degree of ChP it is possible to direct the search process so that to find at once only those roots that are of interest in connection with the problem of stability of the corresponding electrical system. The offered algorithms allow creating effective software products.

The current stage of the world energy development is characterized by the creation of powerful territorial and integrated power systems. A gradual unification of the energy markets of different countries is currently going on within a free market: the configuration of networks has been changing, additional relations appear, new energy companies and unions are formed, a sector of renewable sources is rapidly developing with its characteristic distributed generation (decentralization), therefore, the most urgent matter of finding and creating new methods and algorithms for calculation and analysis of complex EPS. In particular, it concerns the issue of problem solving of large-scale power systems with a detailed accounting of basic elements of the system. All ongoing and planned changes both directly and indirectly affect the network configuration, which in its turn leads to the appearance of additional generation and load nodes and, consequently, it requires careful economic and technical computations, in particular, the static stability assessment of the power system.

The market economy dictates the terms of unification of the energy systems of the countries that leads to a change in number of interconnections, the increase of the transmitted power, and therefore, it is necessary to reconfigure the networks and, consequently, the recalculation of their normal modes, as well as the project assessment of static stability is required. Stability is an important constraint in power system operation and control. Power system stability is understood as the ability to regain an equilibrium state after being subjected to a physical disturbance. Principal among methods of static stability analysis is the determination of system stability on the consideration of eigenvalues in steady state condition. This provides appropriate strategy to have a quick decision on the system's steady state behavior. The configuration of the electrical systems should be often changed in terms of market relations. The research is aimed to overcome the difficulties while dealing with the characteristic polynomial of a higher degree. Latvian power systems static stability is evaluated applying the methods of localization of the roots of the CP and isolines.
