Most of the heavy-loaded- and long-span buildings are being constructed with pin-joint PC method. For pin joints, adequate erection time is needed to ensure the structural stability of the joint. Since the SMART frame developed to solve this problem is moment-jointed, structural stability is ensured at the same time as the PC member is assembled. In addition, if SMART frame is used for heavy-loaded- and long-span building projects, it will be possible to shorten erection time, secure quality, and reduce costs. However, in order to apply the SMART frame in practice, it is necessary to predict in advance the risks that may arise during project execution. Therefore, the purpose of this study is to identify the risk identification of an innovative composite precast concrete structure with heavy-loaded- and long-span buildings. The results of this study will be used as basic data for systematic risk management when SMART frame method is applied.

Light pollution has been receiving increased attention worldwide. Scientific research has provided convincing evidence that ties artificial lighting to health-related issues. Consequently, the involved parties are now leaned towards the implementation of regulations to help limit the use of artificial lighting. Many countries, together with international organizations, have embarked on setting standards and regulations aimed at halting the excessive and improper usage of artificial lighting, there-by eradicating light pollution and its effects. In Korea, outdoor lighting at night is a common phenomenon. Moreover, as the economic development grows even further, the use of artificial lighting is expected to increase making Korea vulnerable to the adverse effects of artificial lighting. In this study, we discuss the issue of light pollution based on field measurements conducted in Seoul, South Korea. The measurements were undertaken to broaden the understanding and assessment of light pollution. During the investigation, we noted that the most severe forms of light pollution were found in developed urban and densely commercialized areas. Currently, there are ongoing light pollution measurement projects around the entire Korea. It would be informative to see how the rest of South Korea compares to the Capital, Seoul in terms of light pollution levels.

In February 2012, Light Pollution Prevention Act was enacted and implemented in Korea. Under the new law, architectural exterior lightings and advertisement lightings will have to observe the permissible light emitting levels set by the enforcement ordinance of the law. In accordance with Article 12 of the law, the businesses which are legally required to observe the permissible light emitting levels should examine if their products satisfy legal requirements through the measurement of luminance. To measure the luminance of architectural external lightings and advertisement lightings, expensive measuring equipment is needed. For many small businesses, however, the measuring equipment is too expensive, and this kind cost burden may cause resistance against Light Pollution Prevention Act. In addition, the businesses are lack of expertise relating to the measurement of luminance. Therefore, this study proposed a concept of online luminance analysis services for the general public including the management and employees from the related industry. The online luminance analysis service adopted a method to analyze luminance by HDR-imaging videos using a common DSLR camera. In addition, a website to provide online services was constructed. The online luminance analysis services process proposed in this study include the followings: First, a website user should learn and follow how to capture and how to set the digital camera instructed on the website. Second, architectural exterior lightings and advertisement lightings should be captured using a digital camera. Third, the captured image files have to be uploaded on the website. Fourth, the uploaded image files should be analyzed by the website manager. Fifth, the analyzed results should be provided to the website users.
