Project management is an autonomous discipline that is applied to a huge diversity of activity sectors and that has evolved enormously over the last decades. International Development Cooperation has incorporated some of this discipline’s tools into its professional practice, but many gaps remain. This article analyzes donor agencies’ project management approaches in their funding mechanisms for projects implemented by non-governmental organizations. As case study, we look at the Spanish decentralized donor agencies (Spanish autonomous communities). The analysis uses the PM2 project management methodology of the European Commission, as comparison framework, to assess and systematize the documentation, requirements, and project management tools that non-governmental organizations need to use and fulfill as a condition to access these donors’ project funding mechanisms. The analysis shows coincidence across donors in the priority given to project management areas linked to the iron triangle (scope, cost, and time) while other areas are mainly left unattended. The analysis also identifies industry-specific elements of interest (such as the UN Sustainable Development Goals) that need to be incorporated into project management practice in this field. The use of PM2 as benchmark provides a clear vision of the project management areas that donors could address to better support their non-governmental organization-implemented projects.

Following the Sustainable Development Goals proposed by the United Nations in 2015, several countries, institutions, and people have been involved in the design of policies and implementation of practices relating to environmental, social, and human development. The structure of internal relationships that underlie official documents that detail the seventeen sustainable development goals can have a considerable influence on the prioritization of these policies. This study analyses the semantic network that exist between the goals proposed by the United Nations, comparing their English and Spanish versions. The results show some similarities between methods and languages in the most and least connected goals. The least connected goals appear to need greater attention as they are more independent and their targets are not connected to the other goals’ targets. The semantic network that has been analysed enables the visualization of the strength of the connections between goals within the official texts and can be a tool for ensuring a better understanding of these goals and creating policies that linked several of them with one another.

Territorial governance is the development strategy that encourages the integration of different actors in the rural environment around common interests. Producer organizations emerge as the appropriate means to unify leadership and consensus to overcome market barriers. These producer networks also influence other dimensions of development, to give way to true governance processes. This paper examines the notion of governance agents associated with the production fabric and the extent to which these agents impact the production efficiency and the level of well-being of those who inhabit the territory. For this purpose, the determinants of a governance model are analyzed in a coffee-growing territory made up of 92 municipalities, located in western Honduras. The analysis is based on a panel of data on the number of cooperatives, rural boards, production parameters, and endowments of public goods grouped into 16 indicators at the municipal level. The data set was subjected to structural equation modeling (SEM), given its statistical capacity to explain complex interrelated phenomena. The main result is the definition of a governance model associated with the coffee territory. This model describes an endogenous pattern of interactions between its four components. This statistical configuration broadens the understanding of the role that governance agents play in fostering a kind of virtuous circle in favor of rural development.

This study addresses the effects linking adaptive planning and social capital that drive business innovation. A case study has been selected that involves a community of pisco producers, grouped around a production innovation and technology transfer center (CITE agroindustrial) in the southern part of Lima, Peru. The study examines how their perceptions have changed over a six-year period (2012–2018). Results show the mediation effect that adaptive planning—promoted through CITE activities—has between social capital and innovation, which is also strengthened over time. In conjunction with this, a route is investigated for business innovation that goes further than the need–opportunity dichotomy, through associative and collaborative behaviors, and adaptive planning that stands out thanks to its actors (the community of producers). This represents a path for transforming needs into opportunities for innovation and development.

In Ecuador, the participatory political design of the political party forming the government from 2007 to 2017, along with the constitution of 2018, created opportunities for citizen participation. Participatory budgeting (PB) is the most commonly used citizen participation mechanism. The direct participation of citizens is reflected in improving the governance by democratizing decision processes. The contribution of PB to the local management and governance of seven rural communities of the Ecuadorian Amazon was analyzed using a case study. Based on (1) the level of compliance with municipal planning through management indicators and, the amounts allocated to PB, (2) along with the level of citizen satisfaction, complementary perspectives (acquired through a survey) on the implementation of PB are provided. These sources of evidence allowed us to critically assess the effects of PB in the improvement of local management and governance. We found low levels of municipal planning compliance, i.e., a 20% (2017) and 43% (2018), high levels of citizen dissatisfaction (around 91%) and also a “disagreement” with the PB implementation process. Finally, it is observed that the implementation of the participatory budget in rural communities presents deficiencies that limit the obtaining of representative benefits and that imply an improvement in the governance and quality of life of the citizenry. This is mainly caused by the low interest of citizens to participate in the phases of execution and monitoring of projects, due to a low culture and participatory education.

In Ecuador, the factors that encourage agricultural graduates to return to the rural production sector are unknown. Therefore, this study seeks to identify the variables that influence why agricultural graduates do not return to the rural sector. Fuzzy cognitive maps and hierarchical clustering were used to achieve this. Interviews were carried out with academic experts from the rural development field and agricultural planning managers who work across 10 of Ecuador’s provinces. Eighteen categorized variables were identified in the study, of which five were strategies for agricultural development that involve different actors. These were: (1) State policies for rural development, (2) quality academic training, (3) innovation and entrepreneurship training, (4) national research and university extension programs, and (5) associative cooperativism. The identification of these variables supports state authorities and universities in designing strategies that promote the involvement of agricultural graduates in the rural production sector.

The recognition and safeguarding of agricultural heritage in Europe are new concepts that are gaining attention due to the contribution they make to sustainability. Of the 57 Globally Important Agricultural Heritage Systems (GIAHS) that exist in the world today, only six have been designated in Europe. Through a qualitative analysis of the proposal documents submitted by these six European GIAHS to the Food and Agriculture Organization of the United Nations (FAO) during the designation process, this study provides a comparative characterization of these sites supported by expert assessment. During the first phase, 24 specific sub-criteria were observed based on the five main criteria that a site has to meet in order to demonstrate its global relevance as an agricultural heritage of humanity. The relevance of the resulting sub-criteria was then assessed by a Delphi panel of experts and the validated ones were applied in an assessment of the six European sites. The European GIAHS sites are characterized by the high value of their cultural landscapes’ evolution, modeled by traditional and adaptive agriculture knowledge and practices that are promoted and maintained thanks to organized and committed social organizations. The results of structuring of sub-criteria can facilitate the application of other possible European GIAHS sites.

Projects have become an essential instrument for the success of universities. In a context of globalization and increasing complexity, they must sharpen their resourcefulness to face these challenges and adapt to this changing environment. To reach these objectives, they undertake a series of activities of a unique, concrete and temporary nature, not always technical but managerial ones. If universities work with people on projects in the production, transmission and dissemination of knowledge, then they link with society to solve its problems. For this reason, teaching and research staff (TRS) should promote a range of professional project management (PM) competences in different areas for the proper management of the projects in which they take part. Through a Delphi technique, a panel of twenty-four accredited teaching experts who are carrying out significant research and holding directive roles, measured the importance of acquiring and/or improving professional PM competences by their TRS. Consensus and stability reached after two rounds of consultation confirmed there are a series of crucial competences for the practice of relevant teaching and pioneer research. Results obtained are the basis for a gap plan that allows the TRS to participate in and/or lead university projects with greater self-confidence and personal motivation.

The paradigm that assumes the autonomous management of universities involves them in the redefinition of their policies and processes and the training of their staff, designing new formulas that allow them to adapt to a changing environment. In this context, research and sustainable universities can link with society to solve its problems and influence a responsible and sustainable development. Through a Delphi panel, importance to acquire and improve project management (PM) competences by teaching and research staff (TRS) into innovating education and research projects is measured, from the standard of individual competences (ICB4) of the International Project Management Association (IPMA). Also, internal data sources from the flexible structures of two Spanish universities (the University of Cadiz (UCA) and the Technical University of Madrid (UPM)), are investigated, in order to analyze how they are organized. Thanks to the study of cases, an increasing tendency to work by projects is observed, empowering teams, managing properly stakeholders and facilitating their functions towards society. Likewise, after two rounds of experts’ consultation, consensus is reached with an acceptable and stable level of responses, resulting in confirmation that there is alignment between IPMA competences and TRS’ needs for sustained success in education and research, contributing to universities’ development, improvement and sustainability.

Con la finalidad de evaluar el acceso a los servicios de extensión en el Perú, luego de los procesos de privatización y descentralización por los que pasó, se realizó un análisis de los resultados del Censo Nacional Agropecuario de 2012, empleando además un método multivariado (algoritmo de árbol de clasificación – CHAID), con la finalidad de establecer el perfil de los productores que reciben servicios de extensión en función de diferentes variables predictivas. Se encontró que 10.2 % de los productores agropecuarios del país accede a servicios de extensión y que el ofertante más importante de tales servicios es el sector privado. Se determinó que la superficie agrícola mayor a 5 ha, el asociacionismo y el acceso al crédito son los factores más relacionados con el acceso a la extensión, evidenciándose, en el perfil del productor que recibe extensión, su vinculación con la agricultura comercial. Se concluye que los cambios suscitados en la extensión en el Perú no han logrado mejorar el acceso a los mismos, sobre todo a nivel de los pequeños productores, verificándose también la necesidad de un cambio de enfoque que, fortaleciendo a los nuevos actores y usando modelos más flexibles, la vuelvan cada vez más inclusiva
